I tried to reproduce this issue on a clean Debian stretch.
I installed docker-ce and aufs-dkms and switched the storage engine to aufs.
Docker build runs without any errors.

scikit-learn currently FTBFS everywhere. I've had a bit of a poke at it and
not got very far:
- if run as a parallel build, I can't figure out what actually fails
- if run with only one job (sbuild -j1), the build does not actually attempt
to build with either python
