If the renaming from libsane to libsane1 was intentional, you need
proper versioned Breaks/Replaces against the old libsane package.
Be aware that this is technically a library transition, so before you
upload to unstable, get in touch with the release managers.

I've updated the packages at [1] to 1.6.2-3~test0 including the patches
from the th/device-wifi-wait-for-scan-bgo770938 branch.
Would be great if you can give those packages a try and report back.

Why is it that

This looks like a genuine bug in molly-guard, so this RC bug should be
assigned to molly-guard.
Adding a Breaks to systemd-sysv is backwards.
