Sure, with x/y/zmodem, kermit, etc. It comes with x/y/zmodem, called
rz and sz (or lrz and lsz). The lrzsz is also a separate deb package.

minicom, you have to initiate the
transfer (sz) at the remote end. Then, minicom sees the zmodem signature
and runs rz for you automagically, just like the dos TELIX and many other
programs.
To upload, you run the receive program (rz) at the other end, and it waits

I have been able to run Minicom without any problems but now it can't
find the modem (US Robotics Sportster 28800).
When my system boots I get a few error messages:
/dev/cua0 'no such device'
/dev/cua1 'no such device'
/dev/cua2

to sit around normally to receive calls and faxes, but I want
to dialout on this line too. Running minicom tells me
that the port (/dev/cuax) is busy, either as root or not.

I've seen many people mention that they manually dial their
ISP with minicom and manually suspend minicom, then manually
start pppd or whatever at each end.

In other news, minicom consistantly fails to install:
dpkg (subprocess): unable to execute new pre-installation script:
No such file or directory
And modconf always dies in the 'net
