I use Wise Install Builder 7.x, and am reasonably happy with it.

I also had that problem when running O&O Clevercache on NT4. Installshield
just crawled along.
So check that you're not running any disk caching software or that virus
checkers aren't slowing it down.

I am running D3 & D4 with the latest BDE.
If one has a program D3 or D4 that uses the DBE - Use the latest
InstallShield.
The D3 InstallShield won't install the BDE properly...

Did you check out the BDE registry settings?
(HKEY_LOCAL_MACHINE\Software\Borland\BLW32 and
HKEY_LOCAL_MACHINE\Software\Borland\Database Engine)
