We don't have to bother whether 加入 is different to 新增 or not here.
If fukid have difficulty accepting 加入 here, please contact me directly
by mail.
In my opinion, the window title here says group settings doesn't
convey that this is a list of groups, so users don't know whether
he/she is going to
I think that adding a new title with bold style says Groups: (or some
descriptive words better you think of) upon the list of groups to
indicate what the list might be better. And so as User(s): should be.

Well, it might be funny that the first time I saw the user list I didn't
realise that it is a list (I have only ONE user then, so I thought I was
editing all the settings of THAT user) until I click the Add button
two days ago. :P That's what the saying goes, if you never try, you
will never now.
I agree with using Add Group and Add User, that is absolutely more
clear when we don't have titles above the list. However, if we are going
to have tiltle above the list, I think that it would be too repeative to
use Add Group and Add User buttons.

I thik you have missed the point here. Because what the user see here is
actually a list of goups available on system not the groups which the user is a
member of, there is no way to let the user become a member of by using Add
buttun. The button here is for creating a new group for the
