I couldn't set different time zones from system settings or indicator

I can set different locations when I add clock to my panel, but from
system settings there is no clock settings. also, I couldn't set time

I confirm this bug with an old IBM NetVista Pentium IV, I'v solved

This is still an issue in 14.04. Though my work around is that I have
Diodon installed and when it stops syncing I clear the clipboard in
Diodon and it starts syncing again.
