Hi,
Reassigning this langpack-o-matic, which is what adds the recommends to
the language-pack-${LANG}-base packages. However, this behaviour is
intentional for now. Firefox translations used to be shipped in the
-base packages (so you never used to be able to remove them if you
didn't use Firefox
Sorry about the wait, but I've been swamped the last couple of days, but
I've now had a chance to do as you described and it now appears the be
working correctly.
I no longer get the error and can now see the contents of the
Recording-tab.

chose to work around by rrmod uvcvideo and for good measure rm
/lib/modules/*/kernel/drivers/media/video/uvc/uvc*.ko
