I also see this behaviour when running inside a VMWare virtual machine with
open-vm-tools installed.
When the guest display is resized (which seems to occur just after the desktop
is loaded) the top and bottom panels do not scale with it and the WindowPicker
applet is no longer displayed.

I can confirm that sysfs comes too late in Ubuntu 12.04.3. I need
access to folder /sys/kernel/config to mount configfs. During boot
Ubuntu prints an error notification that the configfs mount in
/etc/fstab cannot be mounted due to missing destination directory. I

This is similar from the dash (rhythmbox open - dash plays a file,
otherwise it just opens rhythmbox). It seems rhythmbox-client is called
and it spawns rhythmbox but it does not wait enough to pass the file to
be played to the freshly started Rhythmbox. See bug 1201016 for details.
