The only way I was able to do so was using nano in a VT. After I
uncommented the line and saved the .conf file, I rebooted the machine.
Uncommenting the line seemed to so appears to resolve the issue.

When I woke up my computer, the time appeared on the Lock Screen. This
is normal behavior.
However, my main account, which is logged in, uses 12 hour format.
The Lock Screen should match the format of the main account logged in.

"^[[A^[[A^[[A" text (actually, it would be nice if the "^[[A^[[A^[[A"
text did not appear at all. However, if that is not feasible, then the
former applies).
What happened instead was terminal displaying characters from the line

Simply, whenever the battery goes less than 50%, the apps start
throttling, taking longer to respond, etc. This is likely the work of
gnome-power-manager giving low battery notifications at 50% when it
should be 10% or below.
