Yes I gathered that while the label on Chrome/Chromium say OpenSource, that's only a veneer. The thing I find most upsetting about this is that Canonical keeps all these closed/outdated projects on Launchpad (even ignoring the lack of committing work done on Launchpad to upstream projects). Chromium is not accepting translations from the community any longer, unfortunately. And it doesn't appear they have translations for Gaelic, either. Their documentation wrt translations doesn't seem to be up-to-date, so I don't know if/how your work could be submitted to the chromium project directly, if you're still interested.
