I have confirmed that we received 3 +1 binding votes on the IPMC for candidate release 0.2.0, and so am announcing that here. I will be invoking the release process shortly that will push the artifacts out to the official repositories. Thank you all for your patience and help through this

I just saw a PR pushed Vaish and realized we probably had not communicated that we're holding off on merging PRs until the release is finished. The reasoning is to leave master in its current state in case anything odd happens and we need to redo the release (which has happened). Note that PRs
