Thanks Julian. My email that rc1 is unreleasable was an an implicit -1 so
I agree with this synopsis.
It is always ok to declare an rc dead and cancel a vote. You don't have to
wait.

Yes, absolutely. The ASF operates primarily as individuals not
representatives of XYZ organization. The ICLA is a great first step to
start getting Karma (access) to ASF resources.
