Docker is a single company project. It is not owned by a foundation. Foundation owns Open Container Initiative. Kafka is apache. Commercial Kafka is Confluent Platform Enterprise. For the same reason why there is no Hadoop in Cloudera EDH or Horton HDP Apache trademark policy is similar to LF.
