I believe Tidy is used by some of the HTTP client libraries, and Commons

Back in the day in 2009 I submitted a patch regarding the JIRA mentioned
above and I noticed that a certain Gavin made some modifications in 2010.
Since then nothing has happened with it.
It is about adding an overview of Agreements to the dashboard of Accounts

non-developers (end users) and not for developers. That in mind, releases
should have everything that is needed to run generic production systems.
