ocaml-menhir license change

I will shortly build ocaml-menhir version 20170509. With this version, the license of the main packages changes from QPL with exceptions to GPLv2. Also, an earlier mistake will be corrected: the ocaml-menhir-devel subpackage should be LGPLv2 with exceptions, not LGPLv2+ with exceptions. -- Jerry
