AE4TM has posted a graph based on real world results using groundwave at
various distances.
It shows PI starts its dropoff at 10db S/N. It is a gradual dropoff to about a
S/N of -5db to 0db. Somewhere in that range things go down very steeply.

The cheapest way is HFTERM, a soundcard program for Linux.
(Linux is free).
That will give you PACTOR 1 capability for $0.00, and you can join the ranks of
the other broadbanders (HFTERM can not decode PSK or other 'nice' modes, so
they just butt in regardless
