so I'm not sure how the foreign key constrain is being violated.

You need to look in your logs.
It looks like you get this error when you are logging in.
if you have a linux machine bring up a terminal window run the command
tail -f
then log in and generate the error.

If by bitstream you mean the actual data files e.g. "publication.pdf"
You can just use the Unix command find on the assetstore
