I sent an email to Bill Moore asking what the DXAC's position was
on the validity of DXpeditions that operate freeband in light of
DXCC rule 12c. I haven't received a response yet. My belief is that
their QSLs should be disqualified and the ham operators on the
operation should be banned

participating in this devastating activity. These Freeband operations
have some serious potential to hamper future legal Amateur Radio
DXpeditions! I know the ARRL is currently studying any input they
receive on this
I'm not surprised that these DXpeditions are operating on 11 meters, after
all, they include greenstamps with their QSL requests, too. I'm sure those
contacts help defray the costs of of operating as much as amateur contacts
do. This is not to say I agree that they should be operating.

It is from the WAE listing - they count as mults in CQWW and not for
DXCC
It is an international contest, not limited by the ARRL's list...

IH9P counts as a separate 'country' multiplier in
the CQ WW DX Contest and is in Zone 33.
It does NOT count as a separate DXCC entity.

If all else fails, you could contact Jun JH4RHF who is a member of the club
there (QRZ.COM for address) and see if you can find out anything further.

Oops, I am not a member of 4U1ITU, but one of 4U1VIC.
