you can go back and forth between 3.0 and 3.1, no problems.
The 3.0 and 3.1 firmware can be download from K1EL:

WK3tools is the only software you need to upload/update the firmware, be aware

OK when pressing ALT-F9 or ALTF10, I wakes up WINKEY ( I think ??) and I
can adjust the keyer speed on the screen but nothing is really happening
with the keyer as the actual speed does not change with the paddle and I
can not send any text from the window or with the function keys???
OK I found Max's post in the archive with a quoted response from K1EL
...who points the finger a DX4WIN (not unexpected ...he said ..she
said?). I am not taking sides at this point anyone have "official
dialog" with the AD1C & the DX4WIN team about the problem before I go
bugging them?

It is a brand new WINKEY so I assume it is 3.1

Thanks ... When I do this ( And save changes and exit setup) then I hit
ALT-K which brings up the keyboard window, At the top of the Window it
says WINKEY NOT RESPONDING ( and of course no text is sent to the keyer
when typed and I cant get to the Keyer set up from the Keyboard

You need to select winkey and the winkey com port under external keyer
Have you done this option?
Have you a real winkey or an emulator (k3ng for example)?

In the File > Preferences > CW window I simply have Device Type: WinKey and
External keyer Port: Com 10 (yours is Com 2) all the others have None.
Now here is the other main part: Alt-K brings up the keyer window in DX4WIN.
Then right-click on that window and bring up the Settings
Maybe I am just dense but I cant seem to successfully configure DX4WIN
to use WINKEY-USB keyer.
Running a TS990 on the serial port (not USB port) on COM 1,� which talks
