That would be the result if diodes D1 and/or D2 in the KAT100 were
damaged. They are easy to replace. If that does not correct things,
then the KAT100 firmware IC may have a damaged input.

I do not recall hearing anything about such a problem. I would suggest
you take the knob off and see if the condition still exists. See if
there is any felt strands from the washer stuck in the encoder shaft.
If the felt washer has hairs cut them off with scissors.

Everything you need is provided Phil, right out of the box. For me, the P3
was a real eye-opener! What I used to ignore as atmospherics now have a
definite signature and the different type radio signals are easily locatied.

daisy-chain off the KRC2 connector. It is similar to daisy-chaining

the KRC2 XCVR DB9 connector and then use a DB9/DB9 straight-through cable

I had to order some resistors on line, got a box of them now. I am still
not getting the voltage that I should be getting. I check for 12R voltage
at the top of R16 and C29 and see nothing. 12R voltage comes from the K5
relay.
I check the run between K5 to R16 it looks good.
