The one point of contention seems to be in what ways varnish impregnation is
helpful. I think there are three aspects to this question:

Does anyone know the relevant EMC spec. (CE marking) for a cable tester? It
would be a portable unit, be used in homes and other locations.
I believe there is a cable TV spec but not sure if this device would fall
under its scope.

The mandatory standard for evaluating ITE is NOM-019-SCFI-1993 (there may be a
more recent edition).
Another applicable document which describes requirements for labeling &
information to the user.

understanding is that a NOM mark is required of all ITE equipment. UL, CSA, CE,
etc will not satisfy that requirement.
The NOM mark can only be obtained by someone in Mexico making the submittal.
