NVLAP include the CNS 13438 scope).
BSMI does conduct laboratory assessment for labs located outside of Taiwan.

I'm very surprised to hear that you need to contact any authors. The IEEE
requires that authors assign the copyright to the IEEE as a condition for
publication, therefore permission from the IEEE ought to be sufficient.

the only requirements will be to give full credit to the original source and
to obtain the author's approval (as a courtesy to the author).”
