I'm not aware of any requirement for it to be on the DoC. Just the
equipment, the packaging and the user manual.

converter that an EV would need to provide power to electrical systems such as

Perhaps not. Most India and China factories do not control the design; which
tends to orginate from Japan or the western world. Or space aliens.
Regulatory for post-design is materials and process control, so no need for
compliance engineer.

What is one of the key concepts you keep hearing about electric vehicles
and when they are plugged in to the grid for re-charging? That is
returning power to the grid when the grid needs it and the car is
already charged (taking power from the battery and sending it off to the
grid).
I haven't worked with those batteries since 2005, but back then, they, the
batteries for cars, were very intensely monitored and controlled as part of the
package that held batteries and control circuits. Cost reductions since then
could have removed a bunch of circuits.
