This issue is half insulation/ accessibilty and reliability. Since you are going to use the relay in a safety interlock circuit it needs to be certified for a specific number of actuations. The failure mode for a relay is closed, welded, and in your avg everyday commercial model this occurs

Ram, I have not found mercury wetted relays above 500 volts. I have used the 500 volt, 50-ohm mercury relays for generating ESD pulses in a TLP (Transmission Line Pulser) system. If you are testing parts on wafer or even packaged parts TLP is a great way to go. The risetime can be controlled
