Good question! The ground plane is described in the EN 61000-4-8
61000-4-8 is an immunity test. It totally immerses the EUT in a magnetic field
at 50 Hz. I still don't know what the ground plane is for.

For max TNV2 (120Vdc) the following spacings apply:
clearance: 0,6mm (table 2K last column)
creepage: 0,6 up to 2,4mm depending on the PD and MG

What is the reference for the markings? Depending on the standard used for a
mains plug you may be required to mark the terminals L and/or N on the
plug. However, this usually applies to rewireable mains plugs and not molded
ones.
