It's a Contour Shuttle Xpress, just like the Tormach jog dial.
The Shuttle Xpress is $36.95 according to google.
I believe there is a simple patch for the kernel to make this device
work correctly. Unfortunately, it was a year ago when I found what I
thought was the correct fix ;)

- hooked up the scope to watch the step signal: step high approx 3 us.
Should be ok as xylotex says 1000 ns minimal. 5 volts.
- at approx 1000 Hz pulses seem ok. a little twitchy on the scope screen.
