Binary packages are copied into the release project from the original project of the submit/maintenance request, they are not built there. It saves some resources but IMHO the main reason is that in projects with QA (or some other form of pre-release testing), this makes sure released binary packages are those that have been tested, not (potentially) different ones rebuilt from the same sources. Aeh, everything should be fixed. That the build is disabled is normal in the update target. I've updated all my remaining 11.4 installations correctly meanwhile. It is already in the pipeline. Unfortunately with 13.1 there are platforms like arm and ppc which need to be built and OBS did not yet finish all of them. We hsve to watch this and see what to do about those. There are blocked build jobs since hours where I am not sure we want to delay important updates for the normal architectures because of that.
