I would recommend setting up a network sniffer to see the traffic load of the
LAN heading to your server. From the configuration you have, I would suspect
this to be a good possibility for your bottleneck.

Two things.
First, you don't state what (if any) antivirus software is running on the
machine. There have been issues in the past of AV causing this kind of
slowdown
or a
faulty nic.
