That happened because the first access to the mailbox was using a client
that was configured for Arabic.
You can change the folder names using an old Exchange 5.0 client. The
easiest way for you to do this might just be to create a new mailbox,
though.

Exchange 2000 does not apparently need the log on locally right for OWA to work.
However, you really should look at the NTFS permissions on the /exchweb virtual
directory. I experienced the same symptoms when, in an effort to tighten security, I
removed the Everyone has Full Control NTFS
