I would not concur with this, as I recently did a piece in B major
and had to convert some key-signature A sharps to Bb accidentals
and back again as I changed my mind, and they went wonky.
It seems to be that any time you hit 9 in Speedy you take your life

If I insert and/or edit the new staff in scroll view, the top margin
isn't affected.

When I insert a staff above the top staff, the top margin setting gets
cleared. Also when I edit the inserted staff, the same thing happens.

Yes, it's quite doable as ONE measure.
One way is to:
*with the time sig tool, create ONE large measure equal to the number of beats
in the cadenza. (IOW the timesig change is good for ONE bar only) I did one
yesterday that worked out to 22/4. This way, there's only one measure, so
