There may be some symbol that has extracted that breaks the mm rest, but

I'm working in WinFin06. I need to add 43 measures to the front of a piece
(solo and orch.) I've already set in Finale. The measures in question change
meter somewhat frequently. What's the best way to add these MM withouth
screwing up everything downstream from the addition? Also, the
measure each, then move measures onto them with Mass edit. Then
you can delete the blank measure from the system.
