I had the same issue.
My second monitor is left to my main monitor and
I got this security update KB4034679 installed.
Then graphics applications on the left monitor did not work properly.
Now everything works well again. Therefore I forgot what I did
exactly to get it running.
I think
I currently have both installed, but had to change the permissions on a
folder. My Sys Admin warned me afterwards that it wasn't something he would
have done.

I have three W10 Pro systems running both. No problems.
Do you have local Admin rights, and/or are you right clicking the
installation program and selecting Run as Administrator?

Does anyone know if you can have both FrameMaker 2015 AND 2017 installed on
the same machine? I currently have Framemaker 2015 installed, and when I
try to install 2017, the install fails.
