I'm running Frame 9 (v9.0p255) under Windows 7 on a Dell Latitude with 16 GB of
RAM.
The software was recently installed, and for a few weeks everything worked as
expected.
Today, when I open *any* existing Frame document:
1) The document is blank.
2) When I close the
64-bit Windows 7 is not a supported OS for FrameMaker 9, it's designed
for 32-bit XP or Vista. Have you tried installing in compatibility
mode?

Instead of including it in the book, can you use it as as a text inset in
two different places, instead?

True. Not officially supported, but I also have run every version of FrameMaker
from 7.2 onwards in 64-bit Windows (various) without any problems -
particularly this error reported by Frank.
Of course, FM 9 was not as stable as FM 8 (older) or FM 11 (later) versions. FM
