Follow-up Comment #9, patch #2829 (project freeciv): One tangential to the ruleset comments adding functionality is that also freeciv-ruledit needs such a thing but it is no way related to freeciv's 'make install'. Don't know if that could be used to solve the issue with supplied rulesets too.
