I have tested this change over current trunk rev19760 and it seems to work.
But there is a remaining minor issue, that I already noticed before this
patch:

If the settler (pop_cost=1) is finished just the same turn that the city
grows to pop 2, then there is a message "can't build yet" and the settler is
not built until next turn.
I mean, there is a turn that settler is already bought, city already has pop
2, but settler does not appear until next turn.

I have tested the next code with default ruleset and it seems to work
better:

if (get_city_bonus(pcity, EFT_GROWTH_FOOD) == 0
&& bestchoice.value.utype->pop_cost > 0
&& city_size_get(pcity) <= bestchoice.value.utype->pop_cost) {

I suggest to use it, unless there is another reason to buy the settlers one
turn before they can be built.

It just had to be done... after all there is also an Esperanto nation.

The city list is roughly based on the Esperant city list. I translated it
myself (Volapük word construction is much easier than I expected) but I
obviously don't speak the language so in the unlikely event that anybody
around here does feel free to check it.

That Makefile was very helpful, thank you. I noticed that it passes to
compiler some parameters that I cannot find from any gcc documentation. My
guess is that Mac OS gcc/g++ is modified special version, and you really need
that to use frameworks.
So to make configure *right* we should first check if compiler in use
supports frameworks at all.
Attached patch is more like quick hack to help testing what works and what
not. It tries to set number of options that the qmake generated Makefile
seemed to set, but not all of them.

Which version of Qt you have exactly? All the documentation I found with
google stated that there is QApplication::Qapplication(int, char**)
-constructor available, but the error message in your config.log claims that
there is no such constructor for QApplication and then lists all the other
constructors as candidates to use.

Well, it's trivial to use some other constructor in configure check. I'll
make patch later. But there will probably be compatibility problems when
eventually really compiling qt-client.

By default: "Hard and Cheating AI players can set their research, tax or
luxury to 100% regardless of their governments."
This rule might unbalance a bit the different gobernments for the AI, and it
limits the use of "Max_Rates" for custom rulesets.

I'd suggest to dissable this hardcoded effect by default for the "cheating"
AI skill level, and to replace it by this effect in ai_effects.ruleset:

If I'm right, it has same effect, and it'd allow us to customize it for each
ruleset.
The main reason of this request is that I have noticed the AI sometimes plays
better if they are forced to research a minimum of science. Else, some AI move
taxes to 100% gold and stops completely the science research for long periods
of time.

Follow-up Comment #4, bug #18228 (project freeciv):

The OSX binary image of SDL doesn't even have an install script.  It is
simply the framework for dragging and dropping, along with some explanatory
text.  I see that it contains SDL_config headers [amongst the rest], and more
of those mysterious .nib files.

Details:

When a custom Ruleset increases the population cost of settlers (for example
pop_cost=2 like civ3), the AI still tries to buy the settlers when the city
just grow to size 2.
It should wait until city grows to size (1 + pop_cost) to try to buy the
settlers.

It is a minor issue, but it causes some waste of gold in the initial stages
of the game, and I think it could be easy to fix.

I think this is the related code in aicity.c:

Yes, we are not even implementing sdl-check ourselves, but depend on macro
AM_PATH_SDL that is part of automake. It in turn depends on sdl-config
-program of sdl. Config.log shows that sdl-config is not found. Can you check
if it's somewhere in your system, or does Framework-style install of sdl
completely lack it?

In comment #1 test it had again failed to find QApplication header at all.
Did you use the same commandline as before (or also second patch from bug
#18200)

Just to clarify: This ticket is about failure to compile test program *when
QApplication header is found*, it doesn't handle earlier problem of not
finding that header (that's part of bug #18200)

When reading config.log please note also that there can be several attempts
to compile same test program. With include path set in commandline, it should
succeed at once, but with patch from #18200 only second attempt is expected to
success in your case (as first attempt is made without modifying include paths
at all)

I'm not aware of anything that would prevent (file #11224) from being cleanly
applied, though it's possible i've missed something.  If it doesn't apply,
then we'd need that feedback to make corrections.

These patches do *not* change the motivation of the AI, which is going to
keep acting the same.  However, i don't think the AI is going to be overhauled
anytime soon - that'll be a big task.

No patch yet, but creating ticket just to indicate that I'm working on this.

I've attached the log, and [for completeness] the result of "ls -R >
framework-listing.txt /Library/Frameworks/SDL.framework".  FWIW, the wiki at
libsdl.org has this to say:

"When installed as a Framework, all SDL files (the library and the header
files) are aggregated into a .framework bundle, and installed together into
/Library/Frameworks/ or ~/Library/Frameworks/. There, Xcode can find it. But
packages which want to use SDL but employ a UNIX style build system are
usually not able to find SDL there (there are a few exceptions where people
hand modified their configure scripts to allow using Frameworks on OSX, but
those are rare)."

Neither locate command gets a result.  Strangely enough when i manually
inspect QtGui.framework, it has no libQtGui or anything remotely like that. 
Other than the headers and XML file, i only see this:

ls -R

/Library/Frameworks/QtGui.framework/Versions/4/Resources:
qt_menu.nib

/Library/Frameworks/QtGui.framework/Versions/4/Resources/qt_menu.nib:
classes.nib  info.nib keyedobjects.nib
