It doesn't seem like a bug to me.
With Freeciv in its default concurrent phasemode, you can't rely on a
particular order of things happening on the next turn, as any player can
notionally do anything at any time. However, as I understand it,

As I explained, the unit which perform the action first doesn't depend of the
action it is accomplishing, but the order of its owner in the new turn. The
move you are commenting *is* possible because at the new turn the unit gets
its move

As far as I know, the result of a such situation is random. It depends of the
random order of the player for that turn. If the pillager player plays first,
then the pillage will be completed, else not.

I expected the pillaging to complete before the pillager dies. I might have
confusion about the 'goto' command: because the turn change refills the
movement points of the attacker, I expected the attacker to move _after_ the
turn change.
