Maybe you find something there. I used EZ-NOS2 as DOS ftp-server for
some time. But it won't run as DOS TSR.

Addition: Of course there may be a lot more solutions than MS Client.
Here's some fantasy:
- Install a third VM with GNU/Linux
- Install MarsNwe on GNU/Linux like Mutant Mut has thankfully reported
it a few threads up here (netware + freedos).

Access to internet is from inside VM fully working (tested with arachne)
so
arachne has an ftp capability. I've used that to share files to my local host.
