Okay, the fleet deployment mechanism is one of those areas of the game
where access isn't as good as it could be. In this case, it's a cludgy
interface which could do with improvement in the game itself, but for
now we're stuck with it.
Here are the steps to get a fleet deployed:

appologies, I misspelled the name of the game, it's actually anacreon, found
at http://www.neurohack.com/anacreon/index.html
It's a free game as far as I can tell, but as it's a windows conversion of
an old dos game with mostly text, it has no sound effects
unfortunately.

order of columns is if Hal has any way to assign a custom highlight
attribute or something similarly worded. The selected item is usually
highlighted in a different color from all the rest.

Well as I said, the map interface seems fine.
I downloaded the windows version, and started a game in the pirates of jecata
scenario, sinse that was recommended for new players, and I also
downloaded the doss manual and read the tutorial section.l
The one thing I'm having trouble with now
Well, an inicial look suggests that the windows version at least wll work
with Hal, much in the same way smugglers did.
I'm also however trying the transcendence game mentioned on the website for
interest's sake. I suspect that despite being another space sim game it'll
