For 2, yes I'm saying exactly that. It's long been an expectation in apache that a -1 be accompanied by a willingness to help fix the problem. There are a few exceptions, such as releases. That's why I have #1 of something is not approved by legal and infra then a -1 reflects that. If the -1 is

We need to have clarity on what exactly we need to work on in relation to licensing -- we are definitely not going to license data files because (a) Apache does not require it and (2) it would break our tests, which is why Apache does not require it. That's the bulk of the issues raised by Justin.
