the charter is written, the more unclear it
becomes whether something belongs there or not. For instance, I think
Felix is too encompassing and there is no 'natural' move this out
threshold. Although that is a separate problem, I would like to avoid
such scenarios in the future.

The binaries doesn't matter, Apache releases source code, licensed under
Apache license v2.0. And we only distribute certain licensed dependencies.
As Greg said, we need to provide solutions that does not force downstream
users into the (L)GPL world. So, a project that requires these dependencies
and
subprojects) are now in total opposite of old school source releases
and effectively only releases binaries containing re-packaged
sources and one has to go to source repository to find the 'real'
source code for that release.

The Board has in the past condemned balkanization of community, and my
take on this situation is exactly that.
This is not yet another web framework, which often brought forward as
examples that the ASF encourages competition within. Those typically have a
different angle, approach or metaphor,
of consistency is not to be taken
lightly. For me, the Board's message/actions set a precedent and
acting as my guide to what the ASF is about and not.
