I take that back: both WFS 1.1.0 and 2.0.0 permit per-feature-type
output formats to be specified. GeoServer does not at this time support
this functionality.

There is no geotools branch that builds 11-SNAPSHOT, so geoserver master
cannot be built without relying on stale snapshots.
