I want to attach a patch( Gimp plugin ported to Gegl ) to BUGZILLA but I am
unable to create an account on it as I did not receive the confirmation link
for it.
Where should I attach the patch then??

Ya i did. It was not there also.
In addition I sent a mail to bugmas...@gnome.org reporting the problem. But
there is no reply from there.
I think there is some problem with their server as I tried signing-up with a
different email-id also.
