filters - render - pattern - grid. There is a bug up to gimp 1.2.3, in which the horizontal and vertical spacing inputs are swapped. Still usable, though. As for the axis, you will have to draw them by hand in GIMP. Depending on your needs with axis and such, maybe you shold take a look at
