Gimp works in pixels, and whole numbers, there is a round up/round down
involved.
1000 / 650 is a ratio of 1.53846..

To put it slightly differently you can think of the aspect ratio as being the
width divided by the height.
400/200 = 2.0
420/220 = 1.90909
