There is nothing preventing me from releasing what's in GIMP CVS as "Dave's Paint Program". I must release it under the GPL. That means, I must include a file with the GPL in the package I sell you. The (GPL) license puts some requirements on distribution, but you don't have to mention the terms in the advertising for it, nor must it be distributed for free. "free" refers to the terms that source code is distributed at no extra charge and with full modification rights, not to the actual price.
