The problem  with living next door  to  a giant  like  the 
USA...not very unlike  how  Pakistan has  to live  with 
a populous( prolific..as  in population growth)
with   Mother India  next  door , as one  has to shift ,  as  the  heavier

This is a personal SOS and perhaps yr netters can  help save this issue
which has affected not only my ganv bhau but many others too.

My friend, Rosario  from Mandrem has been a victim of Mundkar act for
umpteen years who is presently possessing a 1/2 century old small
mud-baked house, admeasuring 81 sq. mts.  While requesting  the present
landlord to purchase from him the plot of 300 sq.mtrs + additional land of
100 odd sq mtrs, Rosario was asked to pay Rs.200/sq mtr for 300 sq. mtrs
and balance @ Rs.800/sq. mtr.  Since Rosario could not afford the whole
consideration, he requested the landlord to allot him at least 300 sq mtrs
now and the rest can be bought later once the funds are available, which
was refused and was informed that this plot, consisting of 300 + 100 odd
sq. mtrs, has to be bought outright and no partial purchase will be
permitted.

I guess as per the Mundkar Act, the mundkar has a moral right to purchase
from the landlord at least 300 sq. mtrs @ the rate provided by the Govt.
authorities.

and specially Frederick Noronha.

Regarding your letter of 17th of December. 

You are the moderator of Goanet, a fellow journalist
and a catholic brother of us living in Saligao. That
is approximately 15 kilometers from my house in
Ribandar.  You are always welcome to my home.  You are
also welcome to join me, my wife and my three minor
children which every Sunday join hundreds off
parishioners of Ribandar in the services of Fr. Newton
Rodrigues.  Now we are all preparing for Christmas.
Please come to us Mr. Noronha. and share some time
with us.  

You are also hereby invited to come to Ribandar, to
meet the victims of the mob of Ribandar. Since August
this year the mob has traumatized the village of
Ribandar. One of their tools is Goanet, where a
so-called activist-style-lawyer” has been
intimidating people who cannot defend them self.  This
victims includes the Nuns of of Our Lady of Help
Convent, a Parish Priest, a mother and and child. All
catholic brothers and sisters of us. 

Why have the serious media in Goa stopped entertaining
this mob? Is it because they all want to cover up a
crime, or is it because they have seen enough proof of
who are the culprits here?  Let me recall that in
September  the mother of the child personally
distributed a letter to the editors of the three
English newspapers in Goa. The mother stated that the
so-called “activist-style-lawyer” and the so-called
uncle do not represent her. Not only do they not
represent her, she claims they did pressurize her to
file false allegations on our priest.  Mr Frederick
Noronha,  Kindly take the short journey to Ribandar,
meet the lady and get your self a copy of that letter.
And kindly stop making Goanet a part of the mob the
people of Ribandar are facing. 
 
Kindly also pick up the letter which the mother has
given the parishioners, a letter to the CM of Goa,
with a copy to the DGP of Goa and the investigating
police officer, that the Parish Priest of Ribandar has
falsely been framed.  Knowing that this letter exists:
 Would is be anything but a shameful attack on all
Catholics in Goa, it the legal system in misused to
prosecute one of our priests? 

This respective authority has responded by not charge
sheeting the Priest.  Lets hope and pray that justice
will prevail also in the future. Kindly also
accnowledge, that any person in India has the right to
approach any Court of Law with any kind of
allegations. True or false, right or wrong.  Even you
Mr. Noronha, can be falsely framed, false witnesses
can be put up against you, and the accuser can start
distributing pamphlets in the village spoiling your
name,  and use Internet forums like Goanet to
distribute the same false allegations. The difference
between you Mr. Norohna, and the victims of Ribandar,
is that you are capable of putting up a strong
defense.  A priest cannot, neither can the nuns,
neither can a pore lady who lives alone, having her
husband working abroad. You sit safely in your house,
Mr. Norona, giving us analysis, even telling us that
the attackers of our Church are doing a god job.
Kindly come to Ribandar, and take the stories of the
victims, before you pas any more comments. 

Fr. Newton Rodrigues is a human being.  He has been
with us in Ribandar for five years now. Priests will
come and go. Our Father will one day leave Ribandar,
and continue his Ministry.  But our Church and the
village will remain.  The pamphlets in the village,
and the letters on Goanet, is not hurting the Priest.
He is a strong man, and he will stand firm in the
stormy winds. Even come to court if he is called. Mr.
Norhona, kindly understand that the pamphlets and
hurting us, every catholic of Ribandar. Even during
Christmas, the name of our Church, and the name of our
village are being dragged down in the gutter.

Peace be with all of you.

This is apropos Frederick Noronha's of Dec 19 which began as follows:

Some of you would have heard of petitionsonline.com. This is a network
that provides free online hosting of public petitions for responsible
public advocacy.

It says of itself: We give you the ancient methods of grassroots
democracy, combined with the latest digital networked communications,
running live and free 24 hours a day.

Can we think of some petitions for Goa? If one could suggest:
(i) A petition over the early resolution of the Dabolim airport control
issue, making this airport really serve the interests of the state ...

It goes on to say (very graciously!):

Could someone like the articulate and rational Philip Thomas of Ribandar
help with the airport petition? Generally, with volunteering, anyone who
suggests an idea should take the trouble to implement it. But, in this
case, Mr Thomas is probably the best qualified to take the lead.

Although  I am keenly interested in the airport control issue I am not quite
as net savvy as one might think so I could only contribute as a resource
person on substantive matters which, of course, I would be very glad to do.

The 35th International Film Festival of India (IFFI) is over. It was held in
Goa. To some it was a feast to others it was a nightmare. Some politicians
and their contractor chums must be still feasting over the quick dividends
they have amassed and are still swallowing by ensuring they hurriedly
executed works for the International Film Festival of India (IFFI). But the
people of Campal and densely populated Miramar are still recovering from the
11 day trauma and ordeal they have had to undergo due to the noisy and
chaotic IFFI which was held in their vicinity.

I salute the people of that area for having patiently and peacefully endured
the pain. Anywhere else in India the organizers of such a show would have
had to run for cover.

Goa was chosen as the venue for the 2004 IFFI on political considerations.
So was also almost everything focussed at Panaji to allow Goa's Chief
Minister Manohar Parrikar some political mileage in his constituency? One
get's a feeling that Assembly elections may be round the corner!

The Government instead of focussing on priorities of good roads,
uninterrupted power supply, adequate water supply and a decent health care
for the local people chose to drain over Rs 120 crores to help the film
industry, which is already one of the richest. So obsessed has been our
Chief Minister with IFFI.

It would have been appropriate that to begin with the IFFI idea should have
been discussed within the Goa Legislative Assembly. Besides there should
have been consensus within all political parties and leading NGO's. What was
the need to steam roll such a mega project. A delay by a year or two would
not have brought heaven's down. A well-planned IFFI might have made sense.
But Manohar Parrikar likes to have his way. He has shown that he does not
believe in the basic tenets of democracy. He has no time or the patience to
consult and take others into confidence. This his own cabinet colleagues
will vouch for. They may be 13 but they have nothing to do or any say in
their portfolios. It is the Chief Minister who manages and manipulates it
all.

And the film world wants Goa as the permanent venue for IFFI. Where else
will they get such hospitality. They were all treated like royals at
taxpayer's expense. They had the best of it and will look forward for some
more of it next year.

The Government should have come out with a white paper as to in which way
IFFI would be beneficial to Goa and Goans. Compared to the inconvenience and
chaos the locals have had to endure we would have to see whether it was
worth it. However a particular section of Goa's majority community has
definitely made hay in the name of the IFFI bonanza. They have anyway had
the last laugh ever since Manohar Parrikar assumed office as the Chief
Minister has ensured that his community makes the best of it.

The whole Government machinery was engrossed in IFFI. Infact most of the
administration had come to a standstill. A forced holiday for governance
which was infected with the IFFI virus. Will it be an annual trauma that
will be forced on Goans?

The organizers have been boasting about the thousands of registered
delegates. It is public knowledge that most registered delegates were locals
some of who had nothing to do with films but assembled as loyal BJP workers
to ensure that the show goes on.

Even a naked eye will record that most of the activities of the 11-day show
had nothing to do with a film festival. Any and all entertainment under the
sun was juggled up to the menu. With even a Kite festival loosely tagged to
the fag end of the film festival.

A film festival has to be serene, serious and business like. What we have
seen was organized chaos and a noisy mela. If the government taught it could
mislead the local people and the youth in particular they were mistaken.

Nobody was and is against IFFI. What is and was rightly objected was the
manner in which the idea of IFFI was bull dozed. No transparency and no
consultation whatsoever. Nobody was involved. It was a one-man show and only
Mr. Manohar Parrikar knew as to what was happening. The least that was
expected was that at least the Corporation of city of Panaji would have been
consulted on such a mega project being organised in their backyard. The reap
of the project were so huge so why did the Chief Minister hesitate to share
some crumbs with the Corporators of the City of Panaji at least for the sake
of protocol.

Chief Minister Manohar Parrikar should publicly apologize to the people of
Panjim and its surrounding areas for the grave 11-day inconvenience caused
to the residents due to the mismanagement in holding the IFFI.

Goans also have a right to know as to how

Further to my earlier posting, the above caused me to
ponder awhile on the maintenance issues of the
aircraft, apart from regular maintenance that I'm sure
the aircraft are subject to.

After doing a bit of research on accidents in the UK,
it appears that these accidents that had occurred in
the past are very similar in nature to those that have
occurred in India (Goa).  

It is my understanding, after having handled updates
to maintenance manuals, emergency repair bulletins and
warnings of impeding failure for the Brazilian Navy as
received from the British MOD, Rolls-Royce, Westland
Helicopters, etc. during my stint in London in the
1980s at the BNCE, that any issues/problems
encountered and modifications carried out, after
discovering shortcomings (as a result of accident
investigations), are routinely disseminated to the
owners of such sea-vessels and aircraft that have been
designed and/or manufactured in the UK.  

I wonder if the Indian Navy has indeed carried out the
recommended modifications (if any) to the aircraft as
proposed by any emergency repair bulletins or heeded
to warnings issued after similar accidents in the UK? 



Another thought that comes to mind is the quality of
the spares used during maintenance.  One might think a
bolt is a bolt. However, a bolt has to meet certain
criteria like tensile strength or whatever (engineers
might be able to explain this better), indicated by
the various standards (BS, NATO, DIN, etc). 

The personnel who purchase the supplies sometimes have
no idea of what the bolt is supposed to be holding
together.  Thus being, discrepancies might occur
especially if the authorities are after saving money
and inferior or sub-standard replacements might find
their way into the maintenance stores.  Also, the
purchaser has to trust that the supplier supplies the
parts of the correct standard ordered. It is not
uncommon that two apparently identical parts can be
manufactured to two different standards.  This was
made clear when something as innucuous as a
substandard 'O' ring caused the Challenger
space-shuttle disaster. 

So all these aspects have to be investigated to be
sure as to what caused the recent accident.

That is correct. That is why my post was not in the
least light-hearted. It was as serious as the current
TAC slogan against drink-driving in Victoria is
Drink, Drive, Bloody Idiot!.  The same slogan should
apply to the pilots of the highly-expensive tax-payer
funded aircraft.  

If a pilot does take off in one of these expensive
aircraft when he is not exactly fit to do so, he is
the one who is being light-hearted and thinks little
of the common man.

P.S. On another serious tack, at Christmas season (AKA
the silly season) in Victoria, fleets of police
Booze buses are seen at frequently at road-junctions
testing drivers for alcohol, even during morning
rush-hour. Anything above 0.05% for a full-licence
holder and you're booked; for 'P' holders, it is 0% so
also for any full-licence driver overseeing a learner
driver. Drink-driving is a major cause of
road-fatalities.

Other facilities for preventing accidents at this time
of the year are frequent rest places for
holiday-drivers, as driver-fatigue is another frequent
cause for fatal accidents.

full-fledged fitness gymkhana at its premises on Monday, equipment for which
was donated by Wendell Rodricks, a well known fashion designer hailing from
the village. At an impressive inaugural ceremony held on Monday, the
gymkhana was thrown open to the public by film actor, Arbaz Khan and his
wife, Mallika Arora Khan, in the presence of Rodricks, Colvale sarpanch,
Nilkanth Halarnkar and other panchayat members. Halarnkar said the gymkhana
would provide an avenue for the youth of the village to put their idle time

Serial killer Charles Sobhraj was back in the news recently in Goa, with 
the O Coqueiro (after its ownership changed hands) putting up a figure to 
remind customers of the incident where Sobhraj was arrested many years 
back.

While scanning through the Wikipedia, I came across an intriguing aspect: 
Wikipedia suggests Sobhraj's escape from Tihar jail was nothing but a 
means to get an extended jail sentence in India (so he didn't have to 
extradited to Thailand, where he faced imminent execution.

Sobhraj's systematic bribery of prison guards at Tihar reached
outrageous  levels. He led a life of leisure and luxury inside the
jail, with TV, cell phones and gourmet food, having befriended
both the guards and the prisonners. Revelling in his notoriety,
he gave interviews to Western authors and journalists such as OZ
magazine's Richard Neville in the late 1970s, and Alan Dawson in
1984. He freely talked about his murders while never actually
admitting to them, and pretended that his actions were in
retaliation against Western imperialism in Asia, an excuse which
most criminologists find highly doubtful.
He also needed to find a way to prolong his sentence, since the
20-year Thai arrest warrant against him would still be valid on
his intended release date, leading to his deportation and almost
certain execution. So in March 1986, on his tenth year inside, he
threw a big party for his prisonner and guard friends and, having
drugged them with sleeping pills, walked out of the jail.
Sobhraj was quickly caught in Goa and had his prison term
prolonged by 10 years, just as he had hoped. On February 17,
1997, 52-year old Sobhraj was released, with most warrants,
evidence and even witnesses against him long lost. Without any
country to deport him too, Indian authorities let him
return to France.
So, if his jail-break could have been faked, wouldn't that imply that the 
same was the case with his much highlighted re-arrest in Goa?

A large majority of self-identified Bush voters
polled believe Saddam Hussein provided substantial
support to Al Qaeda, and 47 percent believe that Iraq
had weapons of mass destruction before the US
invasion. Among the president's supporters, 57 percent
queried think international public opinion favors
Bush's reelection, and 51 percent believe that most
Islamic countries support US-led efforts to fight
terrorism.

Response:
It looks like Mr. Albuquerque cannot distinguish
between voters in a poll and American authorities
and decisionmakers.  He refuses to look at
actual reports by the US Senate's 9/11 Commission
which said that Saddam DID NOT provide Al Qaeda with
support for the 9/11 attack.  President Bush has also
said that on numerous occassions.  The 9/11 Commission
also documente numerous links between Saddam and Al
Qaeda, which Mr. Albuquerque refuses to accept,
preferring to believe what voters say to pollsters.

Ronald repeats:
No weapons of mass destruction have been found in
Iraq, the Sept. 11 Commission found no evidence of
substantial Iraqi support for Al Qaeda, and
international public  opinion polls have shown
widespread opposition to Bush's reelection.

Response:
Yes, no WMDs have been found in Iraq.  However,
neither has there been any accounting of what happened
to the WMDs Iraq had.  There has been some speculation
in reports, but no one knows for sure.  Again, the
9/11 Commission detailed numerous links between Saddam
and Al Qaeda.  The entire report is available on
www.senate.gov

Ronald says:
And many of the Bush voters surveyed knew that the
Duelfer report said Hussein had no WMDs, but continue
to believe that he did regardless.

Response:
Bush voters are using common sense.  People know
Saddam had used WMDs.  People know he admitted having
these and agreed to destroy them and provide proof
that he had done so.  People know he never did so,
which was the violation of UN resolution 1441 that
triggered the invasion.  People know that it makes no
sense to believe that Saddam put up with crippling
economic sanctions for 12 years and then lost his
didtatorship just after really destroying his WMDs. 
All he had to do if he had really destroyed his WMDs
was to prove it to UN inspectors and go on happily
brutalizing his people ever after.

People know WMDs were not found after the regime
change.  The question is, what happened to the WMDs
not accounted for.  Mr. Albuquerque steadfastly dodges
this question.

There used to be a time when a teenager in Terre

(where medical treatment is free too.) They have not
been disappointed.

have testimonies that are just the opposite. I hope 
you don't find out how good your system is the hard 
way.

As a small business owner, I am sure you have
experienced how medical insurance premiums can almost
break the profitability of a business. I am also sure
you are aware that American businesses are setting up
operations in Canada because the Canadian health
policy allows such companies to achieve a distinct

Today's blast killing over 62 is just the latest of a long string of 
disasters that have followed the US occupation of Iraq.

What is interesting is how the US media potrays these attacks.
First it was Sadaam's loyalists
Then it was the Baathist remnants
Then it was the insurgents and followers of militant clerics
Yesterday it was attacks by imsdurgents to coincide with the trials of 
Iraq leaders
Now it is the insurgents trying to disrupt the elections

After the elections it will be . . . . . .
The US does not get it. There are no insurgents . . . just Iraqis who want 
to kick the US out.
And they will.
Just like the Vietnamese and lowly Somalians did when the US went to their 
countries.

Wondering how the community feels about Goa nostalgia books. Is it
good reading? Its nice to remember  the past but the Goa of the future

Like it or not, if Goa's going to have a 4-Lane Highway, Pollem will have
its fair share!

Pollem, in Canacona happens to be the southernmost vaddo/wada in Goa through
which the present national highway NH-17 passes through. The government
plans to upgrade this highway from 2-lane to 4-lane. Pollem is also where we
have the check post before crossing into Karnataka. 

Pollem is a tiny 'not-so-famous' hamlet because it hardly has any
'touristic' interests. It's more popularly known by Karwaris who hop across
the border for a quick drink and the many bars that have come up in Pollem
due to the price differences of alcohol in Goa and Karnataka.

The next time you search for a place, don't ask Lonely Planet, ask a local.

than why this Highway for this place, what will it benefit the rest of the 
Goans, is the present Government planning to start Industries there where by

Goans can get employment? Will it be another investment by our Government 
for future? The uncertain future? Is it modernizing Pollem after Panjim? 
Without doing anything good for the rest of Goans?

Some of you would have heard of petitionsonline.com. This is a network 
that provides free online hosting of public petitions for responsible 
public advocacy.

It says of itself: We give you the ancient methods of grassroots 
democracy, combined with the latest digital networked communications, 
running live and free 24 hours a day.

Can we think of some petitions for Goa? If one could suggest:
(i) A petition over the early resolution of the Dabolim airport control 
issue, making this airport really serve the interests of the state ...
(ii) A petition highlighting the seriousness of the malaria problem in 
Goa. Should we be waiting for more cases like those of Cyril Pacheco, 
Principal Newman Fernandes' wife Prazilia, and Nuno Fonseca, besides so 
many others who have just been reduced to a statistic?

Could someone like the articulate and rational Philip Thomas of Ribandar 
help with the airport petition? Generally, with volunteering, anyone who 
suggests an idea should take the trouble to implement it. But, in this 
case, Mr Thomas is probably the best qualified to take the lead.

Even if we can't expect the authorities to read and take some initiative, 
at least we would be able to get create more awareness among netizens 
about the seriousness of the issues involved. That could be a good

Spontaneous claps and cheers greeted Dr Brian Mendonca when he took the
stage and informed the 400-strong crowd of Goans in Delhi that they had
every reason to be proud. From amongst their own was a Goan poet whose poems
were recently recognized by the national academy of literature in India,
viz. the Sahitya Akademi in their June 2004 volume of Indian Literature
showcasing new poetry in India. 

It was not only a matter of pride for Goans worldwide, but also for the fact
that what Brian writes so movingly about, i.e. Goan experience, is now part
of India's archive of national literary history. 

Indeed, 'Afternoon' written on Good Friday in Mangor Hill, Vasco (1998)
opens the Sahitya Akademi collection. 'Slippers in the Sand' (1998) written
at Baina is also part of the collection. 

Brian said that to be heard by Goans in Delhi was a homecoming for him. What
was extra special was the reading of a translation of two of Brian's poems
into Konkani rendered beautifully by Daniel F de Souza in Vasco, -- the
organizer of Brian's first ever poetry reading, in Vasco in September this
year. 

This is Brian's poem 'Afternoon': In the afternoon / the mynahs / chirp in
/ Mangor./ The languid summer air / is nailed to the wood, / As my
father's / toes / twitch in sleep. The translation: Donparchea vellar /

Brian began with his much-loved poem 'Last Bus to Vasco' which had the crowd
in splits with the Konkani bits. Next Brian read his poem 'I Am Not Alone'
and the powerful Konkani translation 'Hanv Eklo Na'. 

Brian would have liked to have read 'Slippers in the Sand' with its Konkani
translation 'Zotim Renvent' -- and no doubt the people would have loved it
-- if Fr Aires Furtado, who was acting as MC, had not butted in immediately
after the inspiring last line 'Hanv eklo nanv' saying in slapstick way 'Hanv
eklo nanv, ami dog zan ha', and announcing the lemon and spoon race for
children.  

Furtado's pathetic attempt at humour did not take away from the fact that
the Goans in Delhi enjoyed every moment of the poetry reading and perhaps
would have have been well-pleased to use their minds for a change instead of
the usual boring stretches of d-a-a-n-c-i-n-g and e-e-a-t-i-n-g and
p-l-a-a-y-i-n-g H-o-u-s-i-e-e-e-e. 

As Fatima Barretto wrote in Brian's visitor's book later, Amchea bhavan
kovita ji boroilea te amche bhashen borovon ekdom borem kelam, kiteak chodd
zann English bhashen boroitat. Amchem bhashen mann devouk ami te amchea
bashen aikonk kai borem! Dev borem korum, amche bhashen nanv voir kadd.

Brian read his poems in the community centre of the Sacred Heart Cathedral,
Goldakhana, New Delhi at the Annual day-long celebrations of the Feast of St
Francis Xavier hosted by the St Francis Xavier Goan Society, New Delhi on
Sunday 5 December 2004.

Prisons of Shame - 1 (Gomantak Times Weekender, 19th December 2004)

This is just a trailer. For sometime now, GT and Weekender had been
conducting inquiries and an investigation on the state of the prison system
in Goa. Our studies were helped to a large extent by several petitions,
specially one by Benito Rodrigues of Ponda into the torture, corruption and
violence in Goa's jails, including the famous Aguada jail. The high-powered
committee constituted by the Bombay High Court to investigate the points in
the petition will submit its report on Monday, December 20. From today and
then in the subsequent issues of Gomantak Times, we will run a multipart
series PRISONS OF SHAME on the daily hell that Goa's prisons have become for
the inmates. Every law in the book seems to be broken, including the biggest
one -- the law of dignity and respect.

Sex for toothpaste and other jail tales

A person in prison does not become a non-person. The Model Prison Manual
for the Superintending and Management of Prisons in India.

Cut to The Aguada Central Jail (for that matter to any prison in the
country). Full of prisoners. But no human beings. If they want toothpaste,
they offer sex, if they want parole papers delivered, pay bribes. At every
step, in every cell and in every prison, the model prison manual, the most
recent, and path-breaking, prison manual in the country, is being made a
mockery by the prison administration and the government of Goa

Incidentally, Goa had its own representative on the panel responsible for
compiling the manual. On the contrary, the state prison authorities still
refer to the, now outdated, Jail Manual which was issued in 1968.

Administration of jails is the responsibility of the North Goa District
Collector who is appointed the Inspector General of Prisons (IGP) and is
forced to balance his responsibilities administering the district and jails
across the state. This is unlike other states where an Indian Police Service
(IPS) officer is delegated with the sole responsibility of prison
administration.

But that is the least of the problems affecting prisoners being held in Goan
jails.

Reliable sources talk of how prisoners are forced to proffer sexual favours
to fellow inmates in return for a pea-sized lump of toothpaste. Another,
less humiliating, way of getting toothpaste is for prisoners to exchange
their weekly morsel of chicken.

At the Aguada Central Jail, perhaps the worst in the state, inmates complain
about sleeping on concrete floors with nothing but a sackcloth for comfort.
Morning meals literally comprise a loaf of dry bread and a mug of black tea
because the state has made provisions for a sum of Rs 25 to feed each
prisoner, per day. If that isn~Rt bad enough they have to mind the sand that
often falls off the roof into their food.

A day at Aguada, prisoners say, is the closest you can get to hell
particularly if the electricity shuts off, a common occurrence. Being stuck
in the dungeons of Aguada without ample ventilation and no electricity is
worse than torture aggravated by the fact that the prison depends on a well
for water.

Cellmates of convicted paedophile Freddy Peats have complained about having
to clean up his urine and faeces since he has lost control of his bowels and
bladder. While there are clear guidelines about keeping ailing prisoners in
jail, sick and invalid inmates continue to languish at Aguada.

The new central jail that was supposed to have come up at Curca in 1998 has
remained a design on a piece of paper as the prisons~R administration have
more than just dragged their feet on the project. Sources claim that the
existing sub-jail at Sada, Vasco, cannot house long-term prisoners since
inmates cannot be exposed to sunlight in its underground confines.

Others talk about the rampant corruption that has spread, not unlike a
cancer, and determines whether or not a convict~Rs parole papers are
delivered, or whether he gets back the gold wedding band he had to surrender
to the jailor before he is imprisoned. Harassment from jailors has prompted
inmates to appeal for help and on one occasion, to even go on hunger strike.

Interestingly, this isn~Rt the treatment meted out only to hardened
criminals but also to undertrials whose guilt or innocence have not been
proved yet. Social workers familiar with Goa~Rs prisons say that the
conditions are enough for a perfectly sane man to become a psychologically
unstable, hardened criminal.

The Prisons Administration has particularly failed in the area of
reformation of prisoners. While provisions are made for doing odd jobs and
vocational training they include subjects like chalk, candle and

ocassion STRICTLY for the celebration of the Birth of
Jesus Christ over 2000 years ago.  

Therefore it calls for a celebration of this solemn
ocassion with due religious overtones and the dignity
solemnity and respect befitting such ocassion.

For Catholics in Goa ---   should remember that 
over the years   several others who believe otherwise 
descend in Goa for ENTERTAINMENT in any form  during
the Christmas season.  

This FREE FOR ALL  on such a solemn ocassion  has
tarnished the fair name of the Catholic community in
Goa as cheap gullible and easy going which needs to be
reversed.  

The majority  community  in Goa that this writer has
contacted besides Catholics are one on this issue. 

Therefore they  must not only be  told in clear terms
and given to understand that Christmas is a solemn
ocassion with religious overtones and that activites
of other forms of Entertainment can be deferred for
the year end or NEW YEARs Day but not during the
Chirstmas season.

This is the message that every Catholic in Goa needs
to convey during Christmas.  

Just as other religions maintain due solemnity decorum
during their festive days, ensure that Catholics do
not turn Christmas as a free for all jumboree

There is a demand from several well meaning Catholics
in Goa that the Archdiocese of Goa  Daman should give
a clarion call to all Catholics in Goa on this score.

This is the message for all good Catholics to be
preached practiced this season.

Ben Antão, who resides in Toronto, is an active writer known to Canadians and 
to Goans in diaspora. His first book, Images of Goa, published in 1990, brings 
out the cultural vibrancy and harmony of Goan cultures. The book was well 
received, and a friend of mine who teaches at Chicago State University 
introduced it in his teaching program.

Goa’s Rediscovery, Ben’s second book, a collection of essays, reads like 
reportage of his trip to Goa with his wife Marinella. But when I read it again 
for the second time, I had a different insight.

Ben was born in the village of Velim, Goa, before the Liberation. He was raised 
on the pristine sprit of Goa of that time. He worked as a reporter for The 
Navhind Times (Goa). His having imbibed that Goan spirit, and when fate took 
him to US, and then to Canada, where he makes his home now, he never left Goa   
He had saudades (Portuguese term) of Goa, Goa that he was born and raised; he 
pined for his native land. Most Goans in diaspora, born in Goa, do.

In these essays the writer talks a lot about foods and drinks. Relishing Goan 
dishes of his youth- Goan soul foods, like, ambot tik with rice or supping with 
sorpatel and sannam, and sipping maddel or caju in an authentic Goan home 
ambience - the author connects to that Goan spirit of his youth that he was 
pining for in the wintry Toronto.

Another simple domestic core of yore that connects the author to the memories 
of gone by, reverberating the images of the past, is the scent of smoke that he 
inhales - seeing fire heating water in a copper urn in the backyard of Tony 
Barreto’s house, Galgibaga. The author was Tony’s guest. The cherished memories 
of his youth must have returned when the author was scooping the warm water 
from the urn with a pitcher to have a warm bath; and if, I am not deluded, this 
is a perfect gift that Tony gave to the author.

Though Goa has changed, the author discovers the true spirit of Goa in the 
villages. And when Tony’s mother expresses her pleasure by saying with genuine 
sincerity, Tum amgue ghora don dis raulo mhun amkam dadosborit zalen.,  her 
words must have touched author’s heart, connecting him to the spirit of Goa, 
Goa that he was brought up with.

These essays in this Collection are like quaffs of Goa’s spirit quenching that 
insatiable thirst in the writer’s being.  The writer puts it in this way, a 
journey of rediscovering my homeland and reconnecting with my roots. This is 
exactly what these essays are all about. Lest this rediscovery be erased from 
his mind or his readers, he gives us a plethora of pictures both in colour and 
in black and white. Goans in diaspora, mostly born in Goa, will enjoy reading 
these essays.

In Canada, gambling is now being recognized as a social evil. The Ontario 
government is going to be sued by some who have gone bankrupt as a result of 
gambling. And the government's defence case is recognized as not strong.

Also, for some reason, it appears that oreintals have a penchant for 
gambling - more so that other visible immigrants. Not sure why that is. A 
visit to any casino in the GTA will confirm this. But the Casino owners here 
ar well aware of this and are targeting them.

1. Re: Philip Thomas comments, postmortem may be a term to be used. Though
as we all know, it is done on someone who is dead. IFFI with a budget
outlay of 75 crore is too important to be bogged down in semantics.

Like it or lump it, postmortem is a  legitimate term used in new product
development. Btw, you dont do pretty badly with semantics yourself. Have
fun.:)

2.Do we know the exact number of tourists that came for the event and the
tax- and other receipts generated during these two weeks? And this would
be only the start!

We should directly weigh the financial cost against the financial gains.
We should weigh cultural costs against the cultural gains.
And this should go down the line comparing /weighing apples with apples
and oranges with oranges. Etc.
While weighing one against the other are there OPPORTUNITIES where they
can be structured/ formatted to complement each other?

Now you seem to be doing a COST-BENEFIT analsysis and not a SWOT analysis as
originally advised! How come? Just throwing the word opportunity into the
talk doesn make it a SWOT analysis! Better luck next time!

And we at Goa Su-Raj thought that none of our Goemkars in the cyberfora and
diaspora would come out with SWOT analysis.
As far as IFFI is concerned, it is the last thing that Goa needs. Manohar
Parrikar seems to be a pussy cat,  in that, he does not know what ticks IFF
in the first place. He does not know that it is a film bazaar, a market
place to sell films. Therefore the  best of  films of the best producers are
put on display. Constracts are signed, film rights etc are transfered.

Let Parrikar tell us how many films were sold or contracted for during this
Panjim extravaganza. He, being the kattar RSS, has always deplored Goa's
long standing Carnaval Fiesta. He is trying to replace it with IFFI. Will
someone  give him a good knock on his stupid head and tell him that the
street shows and Miramar beach screening of films, the food festival etc is
not an integral part of IFFI, and that too at the tax-payer's cost??

He has blown off Goa's vital monetary resources on flunkies (whom we call
'funkot choddus'), wined and dined them, transported them to and fro all for
a pat on his back. Rajan Narayan has portrayed him as a peacock. I fully
stand by Rajan on that. And some flunkies call him the Best CM of Goa.
What a load of bull. He has been able to get away with it temporarily
because we have more spineless flunkies sitting in the opposition and eating
out of Parrikar's hand.

in Konkani. Apparently, it was published as Mankulo Rajkuvar (in
Devanagari Konkani) some years ago. Does anybody have any leads, as she
would really like to obtain a copy of the book, since she is collecting
this book in the various languages in which it has published? Reports
are that it has been published in 142 languages.

Do we know the exact number of tourists that came for the event and the
tax- and other receipts generated during these two weeks? And this would
be only the start!

We should directly weigh the financial cost against the financial gains.
We should weigh cultural costs against the cultural gains. 
And this should go down the line comparing /weighing apples with apples
and oranges with oranges. Etc. 
While weighing one against the other are there OPPORTUNITIES where they
can be structured/ formatted to complement each other?
Goans have fifty weeks in a year to celebrate and expand our Konkan and
Goan culture. But we complain about the two weeks of Cultural
imperialism. Similar objections occur about our language. BTW the
notion of Cultural imperialism applied to European culture in Asia and
other colonies. It appears definitions are changing. :=))

Is there any evidence that IFFI prevented Goans from the gorrment
services / weakness you describe? Was there transparency before? Or are
there other factors in this equation. If no! Why they were not
accomplished in the last 40 years? 
Is IFFI a zero sum cost and gain? Or is there / can be a win-win
situation? 
How does San Francisco have both  ani tea bhair more?

Keeping with medical analogies, because childbirth has severe pains,
ruins her figure, and starts other problems and issues, that does not
stop the mother, father ani society from having more children.

Re: Philip Thomas comments, postmortem may be a term to be used. Though
as we all know, it is done on someone who is dead. IFFI with a budget
outlay of 75 crore is too important to be bogged down in semantics. IMHO
deliberations in Goan cyberfora on this topic, including mine, have to
date added-up to be some feijoada. :=)) And we love feijoada.

Adding to the state's fiscal woes and deficit
Distraction from Goa's real problems

If the question is What does Goa need, the answer is not IFFI.  Some
have suggested improving the IFFI next year. Seems odd. If a cancer is
present, it should be treated/ removed or the patient dies. Better to
encourage instead the many other suggested healthy alternatives.

 Goa spoke their mind. They wanted status quo with respect to their
 association with places central to their lives.

 1. The residents of Zua, Zuem [ both words in Konkani and meaning
'island']
 or Santo Estevao or St.Estevam[ meaning 'St.Stephen's Island', a name
given
 by the Portuguese during the colonial era] wnated to be part of the
riverine
 island group in the Mandovi just like the islands of Oceania or Polynesia.
 It makes sense. The constituency is known as Cumbarjua [meaning 'island of
 clay potters' after the profession of most of its original inhabitants.].
It
 also has the islands of Divar, Vanxim and Chorao[now connected to Mayem in
 Bicholim taluka by a bridge]. In the colonial days when transport was
 primarily by river craft, these islands shared their life and culture with
 those on the biggest island of Goa- Tiswadi[comprising of
 Panaji,St.Cruz,Merces,Curca, Pilar, Ela, Neura,Agacaim,etc] or Ilha de
Goa.
 Together the grouping was known as ILHAS  meaning simply ISLANDS. Who can
 controvert such reasoning. Even the sitting Mayem MLA agreed with the
 islanders!

 2. The story of Ozorim or Vazri in Pernem taluka was no different. The
 people just do not want to be associated with Tivim Constituency in Bardez
 taluka.

 3. The village of Gaunsavaddo is the nucleus of Mapusa. Gaunsa vaddo
 ward
 of the Gauns families], Angodd [ old market area],Tolivaddo[ bank of the
 then lake or Toli ] formed the Mapusa town as it grew along the banks of
 Mapusa river. The Gauns families worshipped goddes Tulzai and had their
 chaudi[ seat of the gaunkari] next to it. They immersed their Ganapati in
 the river next to the temple. Tiles from Mangalore [ Sulche nove] arrived
by
 sail-craft and were landed at the nearby tar[ river crossing] even till
 the early 1980s, when the pipe bridge for the NH-17 at the 'tar' put an
end
 to this and prevented the Mapusa river from flushing itself clean during
the
 monsoons.It has silted during the last 20 years. Today the temple is a
 Church, half the Gauns ar Bragancas, the chaudi is the Communidade
building
 but the immersion of the Ganapati continues at the same spot [de-silted
this
 year to allow for the idols to remain immersed at low tide.] .

 Why should anyone want to put this part of Mapusa town into Aldona
 Constituency? It is a question that the Mapusa resident, Mapusa Gaunkar,
 ex-President of the Mapusa Communidade, ex-Chairman of the Mapusa
Municipal
 Council, current Mapusa  MLA, Minister for IT, and Associate member of the
 Delimitation Commission will be hard put to explain. It may be more
 difficult to explain this than his alleged role in the  vandalization of
 Hotel Mandarin[ belonging to his former mentor, fellow gaunkar and
 ex-President of the Mapusa Communidade, Matthew Braganza].Perhaps , he was
 tricked into the 'demolition derby'. What explantion is there for his
 silence now. Perhaps his words to a friend on the steps of IMB after the
 public hearing explains a part of it. Sid he, They want me out, even if
it
 means having the seat reserved for SC or words to that effect in Konkani.
 Actually, we want to have the communidade, church, cemetary and hospital
in
 Mapusa...even if it means that Babush will have to contest elsewhere.
Mapusa
 resident Manohar Parrikar contests in Panaji, Dayanand Narvekar
 contests in Aldona and Tivim and Ramakant Khalap contests in Mandrem with
 success rates in getting elected  unmatched by anyone except the wily
 Dr.Willy in Saligao constituency. With his organisational ability [which
 includes routinely getting Mapusa gaunkars from all over..Esteves of
Merces,
 Palhas of Goa Velha and Braganzas from Khanapur-Belgaum for Communidade
 elections in Mapusa], there is no reason why he should not win in Siolim
 Constituency[ which presently includes part of Mapusa]or the proposed
Guirim
 constituencies.


  It took another gaunkar and current Attorney of the Mapusa Communidade
and
 Chairman of MMC, Michael Carrasco, to buck

Tidal eddies in a semi-enclosed basin: a model study.
National Institute of Oceanography, Dona Paula, Goa 403 004, India.
A modeling study has been carried out to support a Marine Management Plan 
for the Gulf of Kachchh, India and here the hydrodynamic part of the 
programme is described. The hydrodynamic model accurately predicts the 
tides and tidal currents present in the Gulf and these have been validated 
with the measured data, albeit at only a few locations. The time averaged 
residual currents obtained from the model for one lunar cycle clearly 
reproduce the complex, small-scale, topographically induced flows with 
several eddies. The existence of a dynamic barrier along Sikka-Mundra 
section, which divides the Gulf into two distinct dynamic systems, is very 
evident. The model is further used to predict the movement of surface 
floating particles launched at different locations in the Gulf, as an aid 
to determining floating pollutants. The results indicate that industries 
discharging wastes upstream of the barrier should use extreme caution, as 
these will remain in the vicinity for at least one lunar cycle.

A friend is searching for The Little Prince by Antoine Saint-Exupery
in Konkani. Apparently, it was published as Mankulo Rajkuvar (in
Devanagari Konkani) some years ago. Does anybody have any leads, as she
would really like to obtain a copy of the book, since she is collecting
this book in the various languages in which it has published? Reports
are that it has been published in 142 languages.

anniversary of its Liberation today, 19 December. Flag hoisting ceremonies
will be ported in all the talukas. The main function will be held at Parade
Ground Campal where Chief Minister, Manohar Parrikar will unfurl the
tricolour, give the National salute, inspect the parade, present awards to
outstanding personalities and address the people, at 9.15 am. The Governor
SC Jamir will host a reception at the lawns of Raj Bhavan in the evening at
5.00 pm. The Raj Bhavan will be illuminated on 19 December and entry will be
given to the public to see the illumination. However, their entry into Raj

FILM ON GOA'S LIBERATION DRAWS FLAK: A documentary on Goa's Liberation
movement, which has been sent by the Education Department to educations
institutions to be shown on Sunday (Liberation Day) to the students, has
drawn flak from some academic bodies. The Diocesan Society of education and
Diocesan Service Centre alleged that the contents of the VCD, which recorded
the Liberation movement is highly communal and appears to be aimed at

TRAGIC END TO FREEDOM FIGHTERS: Families of two freedom fighters from
Canacona were cast in a pall of gloom on the eve of Liberation Day. While
freedom fighter Devidas alias Vishnu Pai of Chavdi expired at GP Hospital in
Ghaziabad on 15 December under mysterious circumstances, the body of his
friend Laximan Jiva Bhagat, also a freedom fighter of Kumegal, Poinguinim,
was found in Itarsi, Madhya Pradesh. They were both 75 and had left Canacona
on 10 December and booked accommodation at Goa Sadan but none of them

GOA'S RURAL AREAS A NEGLECTED LOT: Governor SC Jamir on December 18 made
an impassioned plea to Goa's political leadership to accord topmost priority
for the development of the villages and ensure that the standard of living
in the rural areas are brought on par with semi-urban areas. You cannot
claim that Goa is an advanced State if the rural areas lack roads, health
care, social welfare, etc, he said at a meeting held by Navelim
Constituency Citizens Committee, and called for evolving a planning system
