My friend, Rosario from Mandrem has been a victim of Mundkar act for umpteen years who is presently possessing a 1/2 century old small mud-baked house, admeasuring 81 sq. mts. While requesting the present landlord to purchase from him the plot of 300 sq.mtrs + additional land of 100 odd sq mtrs, Rosario was asked to pay Rs.200/sq mtr for 300 sq. mtrs and balance @ Rs.800/sq. mtr. Since Rosario could not afford the whole consideration, he requested the landlord to allot him at least 300 sq mtrs now and the rest can be bought later once the funds are available, which was refused and was informed that this plot, consisting of 300 + 100 odd sq. mtrs, has to be bought outright and no partial purchase will be permitted. I guess as per the Mundkar Act, the mundkar has a moral right to purchase from the landlord at least 300 sq. mtrs @ the rate provided by the Govt. authorities. Wud appreciate if anybody can help. If one could suggest: (i) A petition over the early resolution of the Dabolim airport control issue, making this airport really serve the interests of the state ... Generally, with volunteering, anyone who suggests an idea should take the trouble to implement it. But, in this case, Mr Thomas is probably the best qualified to take the lead. Pass the word around! # ## The 35th International Film Festival of India (IFFI) is over. It was held in Goa. To some it was a feast to others it was a nightmare. Some politicians and their contractor chums must be still feasting over the quick dividends they have amassed and are still swallowing by ensuring they hurriedly executed works for the International Film Festival of India (IFFI). But the people of Campal and densely populated Miramar are still recovering from the 11 day trauma and ordeal they have had to undergo due to the noisy and chaotic IFFI which was held in their vicinity. I salute the people of that area for having patiently and peacefully endured the pain. Anywhere else in India the organizers of such a show would have had to run for cover. Goa was chosen as the venue for the 2004 IFFI on political considerations. So was also almost everything focussed at Panaji to allow Goa's Chief Minister Manohar Parrikar some political mileage in his constituency? One get's a feeling that Assembly elections may be round the corner! The Government instead of focussing on priorities of good roads, uninterrupted power supply, adequate water supply and a decent health care for the local people chose to drain over Rs 120 crores to help the film industry, which is already one of the richest. So obsessed has been our Chief Minister with IFFI. It would have been appropriate that to begin with the IFFI idea should have been discussed within the Goa Legislative Assembly. Besides there should have been consensus within all political parties and leading NGO's. What was the need to steam roll such a mega project. A delay by a year or two would not have brought heaven's down. A well-planned IFFI might have made sense. But Manohar Parrikar likes to have his way. He has shown that he does not believe in the basic tenets of democracy. He has no time or the patience to consult and take others into confidence. This his own cabinet colleagues will vouch for. They may be 13 but they have nothing to do or any say in their portfolios. It is the Chief Minister who manages and manipulates it all. And the film world wants Goa as the permanent venue for IFFI. Where else will they get such hospitality. They were all treated like royals at taxpayer's expense. They had the best of it and will look forward for some more of it next year. The Government should have come out with a white paper as to in which way IFFI would be beneficial to Goa and Goans. Compared to the inconvenience and chaos the locals have had to endure we would have to see whether it was worth it. However a particular section of Goa's majority community has definitely made hay in the name of the IFFI bonanza. They have anyway had the last laugh ever since Manohar Parrikar assumed office as the Chief Minister has ensured that his community makes the best of it. The whole Government machinery was engrossed in IFFI. Infact most of the administration had come to a standstill. A forced holiday for governance which was infected with the IFFI virus. Will it be an annual trauma that will be forced on Goans? The organizers have been boasting about the thousands of registered delegates. It is public knowledge that most registered delegates were locals some of who had nothing to do with films but assembled as loyal BJP workers to ensure that the show goes on. Even a naked eye will record that most of the activities of the 11-day show had nothing to do with a film festival. Any and all entertainment under the sun was juggled up to the menu. With even a Kite festival loosely tagged to the fag end of the film festival. A film festival has to be serene, serious and business like. What we have seen was organized chaos and a noisy mela. If the government taught it could mislead the local people and the youth in particular they were mistaken. Nobody was and is against IFFI. What is and was rightly objected was the manner in which the idea of IFFI was bull dozed. No transparency and no consultation whatsoever. Nobody was involved. It was a one-man show and only Mr. Manohar Parrikar knew as to what was happening. The least that was expected was that at least the Corporation of city of Panaji would have been consulted on such a mega project being organised in their backyard. The reap of the project were so huge so why did the Chief Minister hesitate to share some crumbs with the Corporators of the City of Panaji at least for the sake of protocol. Chief Minister Manohar Parrikar should publicly apologize to the people of Panjim and its surrounding areas for the grave 11-day inconvenience caused to the residents due to the mismanagement in holding the IFFI. Goans also have a right to know as to how

I wonder if the Indian Navy has indeed carried out the recommended modifications (if any) to the aircraft as proposed by any emergency repair bulletins or heeded to warnings issued after similar accidents in the UK? Another thought that comes to mind is the quality of the spares used during maintenance. One might think a bolt is a bolt. However, a bolt has to meet certain criteria like tensile strength or whatever (engineers might be able to explain this better), indicated by the various standards (BS, NATO, DIN, etc). The personnel who purchase the supplies sometimes have no idea of what the bolt is supposed to be holding together. Thus being, discrepancies might occur especially if the authorities are after saving money and inferior or sub-standard replacements might find their way into the maintenance stores. Also, the purchaser has to trust that the supplier supplies the parts of the correct standard ordered. It is not uncommon that two apparently identical parts can be manufactured to two different standards. This was made clear when something as innucuous as a substandard 'O' ring caused the Challenger space-shuttle disaster. The same slogan should apply to the pilots of the highly-expensive tax-payer funded aircraft. On another serious tack, at Christmas season (AKA the silly season) in Victoria, fleets of police Booze buses are seen at frequently at road-junctions testing drivers for alcohol, even during morning rush-hour. Anything above 0.05% for a full-licence holder and you're booked; for 'P' holders, it is 0% so also for any full-licence driver overseeing a learner driver. Drink-driving is a major cause of road-fatalities. Other facilities for preventing accidents at this time of the year are frequent rest places for holiday-drivers, as driver-fatigue is another frequent cause for fatal accidents. Pass the word around! # ## 000 CONGRATULATIONS ! 000 BY HERALD REPORTER PANJIM, DEC 19 - Colvale panchayat commissioned a full-fledged fitness gymkhana at its premises on Monday, equipment for which was donated by Wendell Rodricks, a well known fashion designer hailing from the village. At an impressive inaugural ceremony held on Monday, the gymkhana was thrown open to the public by film actor, Arbaz Khan and his wife, Mallika Arora Khan, in the presence of Rodricks, Colvale sarpanch, Nilkanth Halarnkar and other panchayat members. Halarnkar said the gymkhana would provide an avenue for the youth of the village to put their idle time to productive use. It will help us develop the physical fitness of our youngsters who will be assets to society in the years to come, Halarnkar said in his welcome address. Later, Rodricks said his decision to donate the equipment was inspired by his late father, who had specifically asked him to invest in providing his co-villagers productive avenues instead of merely falling prey to alcoholism. He thanked Khan for helping him locate the gym equipment from Mumbai, and urged the youth to make the best use of the facility. The Khans later also inaugurated a children's park in the vicinity of the panchayat office. Meanwhile, Halarnkar informed Herald that village youth will be allowed use of the gymkhana free of cost. Revelling in his notoriety, he gave interviews to Western authors and journalists such as OZ magazine's Richard Neville in the late 1970s, and Alan Dawson in 1984. He freely talked about his murders while never actually admitting to them, and pretended that his actions were in retaliation against Western imperialism in Asia, an excuse which most criminologists find highly doubtful. He also needed to find a way to prolong his sentence, since the 20-year Thai arrest warrant against him would still be valid on his intended release date, leading to his deportation and almost certain execution. So in March 1986, on his tenth year inside, he threw a big party for his prisonner and guard friends and, having drugged them with sleeping pills, walked out of the jail. Sobhraj was quickly caught in Goa and had his prison term prolonged by 10 years, just as he had hoped. On February 17, 1997, 52-year old Sobhraj was released, with most warrants, evidence and even witnesses against him long lost. Without any country to deport him too, Indian authorities let him return to France. So, if his jail-break could have been faked, wouldn't that imply that the same was the case with his much highlighted re-arrest in Goa? Anyone has any inputs on this? Response: Yes, no WMDs have been found in Iraq. However, neither has there been any accounting of what happened to the WMDs Iraq had. There has been some speculation in reports, but no one knows for sure. Again, the 9/11 Commission detailed numerous links between Saddam and Al Qaeda. The entire report is available on www.senate.gov Ronald says: And many of the Bush voters surveyed knew that the Duelfer report said Hussein had no WMDs, but continue to believe that he did regardless. Response: Bush voters are using common sense. People know Saddam had used WMDs. People know he admitted having these and agreed to destroy them and provide proof that he had done so. People know he never did so, which was the violation of UN resolution 1441 that triggered the invasion. People know that it makes no sense to believe that Saddam put up with crippling economic sanctions for 12 years and then lost his didtatorship just after really destroying his WMDs. All he had to do if he had really destroyed his WMDs was to prove it to UN inspectors and go on happily brutalizing his people ever after. People know WMDs were not found after the regime change. The question is, what happened to the WMDs not accounted for. Mr. Albuquerque steadfastly dodges this question.

If one could suggest: (i) A petition over the early resolution of the Dabolim airport control issue, making this airport really serve the interests of the state ... (ii) A petition highlighting the seriousness of the malaria problem in Goa. Should we be waiting for more cases like those of Cyril Pacheco, Principal Newman Fernandes' wife Prazilia, and Nuno Fonseca, besides so many others who have just been reduced to a statistic? Could someone like the articulate and rational Philip Thomas of Ribandar help with the airport petition? Generally, with volunteering, anyone who suggests an idea should take the trouble to implement it. But, in this case, Mr Thomas is probably the best qualified to take the lead. Even if we can't expect the authorities to read and take some initiative, at least we would be able to get create more awareness among netizens about the seriousness of the issues involved. Dev borem korum, amche bhashen nanv voir kadd.' -Fatima Barretto, who was present at the poetry reading in New Delhi Spontaneous claps and cheers greeted Dr Brian Mendonca when he took the stage and informed the 400-strong crowd of Goans in Delhi that they had every reason to be proud. From amongst their own was a Goan poet whose poems were recently recognized by the national academy of literature in India, viz. the Sahitya Akademi in their June 2004 volume of Indian Literature showcasing new poetry in India. It was not only a matter of pride for Goans worldwide, but also for the fact that what Brian writes so movingly about, i.e. Goan experience, is now part of India's archive of national literary history. Indeed, 'Afternoon' written on Good Friday in Mangor Hill, Vasco (1998) opens the Sahitya Akademi collection. 'Slippers in the Sand' (1998) written at Baina is also part of the collection. Brian said that to be heard by Goans in Delhi was a homecoming for him. What was extra special was the reading of a translation of two of Brian's poems into Konkani rendered beautifully by Daniel F de Souza in Vasco, -- the organizer of Brian's first ever poetry reading, in Vasco in September this year. This is Brian's poem 'Afternoon': In the afternoon / the mynahs / chirp in / Mangor./ The languid summer air / is nailed to the wood, / As my father's / toes / twitch in sleep. The translation: Donparchea vellar / salori / roddtat / Mangrant./ Jiv naslolo / Gormencho varo / Marta sukhea lankhdar, / Nident astana / mhojea paichea paiamchim / bottam xir-xirtat. Brian began with his much-loved poem 'Last Bus to Vasco' which had the crowd in splits with the Konkani bits. Next Brian read his poem 'I Am Not Alone' and the powerful Konkani translation 'Hanv Eklo Na'. Brian would have liked to have read 'Slippers in the Sand' with its Konkani translation 'Zotim Renvent' -- and no doubt the people would have loved it -- if Fr Aires Furtado, who was acting as MC, had not butted in immediately after the inspiring last line 'Hanv eklo nanv' saying in slapstick way 'Hanv eklo nanv, ami dog zan ha', and announcing the lemon and spoon race for children. Furtado's pathetic attempt at humour did not take away from the fact that the Goans in Delhi enjoyed every moment of the poetry reading and perhaps would have have been well-pleased to use their minds for a change instead of the usual boring stretches of d-a-a-n-c-i-n-g and e-e-a-t-i-n-g and p-l-a-a-y-i-n-g H-o-u-s-i-e-e-e-e. Pass the word around! # ## Prisons of Shame - 1 (Gomantak Times Weekender, 19th December 2004) This is just a trailer. For sometime now, GT and Weekender had been conducting inquiries and an investigation on the state of the prison system in Goa. Our studies were helped to a large extent by several petitions, specially one by Benito Rodrigues of Ponda into the torture, corruption and violence in Goa's jails, including the famous Aguada jail. The high-powered committee constituted by the Bombay High Court to investigate the points in the petition will submit its report on Monday, December 20. From today and then in the subsequent issues of Gomantak Times, we will run a multipart series PRISONS OF SHAME on the daily hell that Goa's prisons have become for the inmates. Every law in the book seems to be broken, including the biggest one -- the law of dignity and respect. Sex for toothpaste and other jail tales By Reuven Proenca A person in prison does not become a non-person. The Model Prison Manual for the Superintending and Management of Prisons in India. Cut to The Aguada Central Jail (for that matter to any prison in the country). Full of prisoners. But no human beings. If they want toothpaste, they offer sex, if they want parole papers delivered, pay bribes. At every step, in every cell and in every prison, the model prison manual, the most recent, and path-breaking, prison manual in the country, is being made a mockery by the prison administration and the government of Goa Incidentally, Goa had its own representative on the panel responsible for compiling the manual. On the contrary, the state prison authorities still refer to the, now outdated, Jail Manual which was issued in 1968. Administration of jails is the responsibility of the North Goa District Collector who is appointed the Inspector General of Prisons (IGP) and is forced to balance his responsibilities administering the district and jails across the state. This is unlike other states where an Indian Police Service (IPS) officer is delegated with the sole responsibility of prison administration. But that is the least of the problems affecting prisoners being held in Goan jails. Reliable sources talk of how prisoners are forced to proffer sexual favours to fellow inmates in return for a pea-sized lump of toothpaste. Another, less humiliating, way of getting toothpaste is for prisoners to exchange their weekly morsel of chicken. At the Aguada Central Jail, perhaps the worst in the state, inmates complain about sleeping on concrete floors with nothing but a sackcloth for comfort. Morning meals literally comprise a loaf of dry bread and a mug of black tea because the state has made provisions for a sum of Rs 25 to feed each prisoner, per day. If that isn~Rt bad enough they have to mind the sand that often falls off the roof into their food. A day at Aguada, prisoners say, is the closest you can get to hell particularly if the electricity shuts off, a common occurrence. Being stuck in the dungeons of Aguada without ample ventilation and no electricity is worse than torture aggravated by the fact that the prison depends on a well for water. Cellmates of convicted paedophile Freddy Peats have complained about having to clean up his urine and faeces since he has lost control of his bowels and bladder. While there are clear guidelines about keeping ailing prisoners in jail, sick and invalid inmates continue to languish at Aguada. The new central jail that was supposed to have come up at Curca in 1998 has remained a design on a piece of paper as the prisons~R administration have more than just dragged their feet on the project. Sources claim that the existing sub-jail at Sada, Vasco, cannot house long-term prisoners since inmates cannot be exposed to sunlight in its underground confines. His first book, Images of Goa, published in 1990, brings out the cultural vibrancy and harmony of Goan cultures. The book was well received, and a friend of mine who teaches at Chicago State University introduced it in his teaching program. Goas Rediscovery, Bens second book, a collection of essays, reads like reportage of his trip to Goa with his wife Marinella. But when I read it again for the second time, I had a different insight. Ben was born in the village of Velim, Goa, before the Liberation. He was raised on the pristine sprit of Goa of that time. He worked as a reporter for The Navhind Times (Goa). His having imbibed that Goan spirit, and when fate took him to US, and then to Canada, where he makes his home now, he never left Goa He had saudades (Portuguese term) of Goa, Goa that he was born and raised; he pined for his native land. Most Goans in diaspora, born in Goa, do. In these essays the writer talks a lot about foods and drinks. Relishing Goan dishes of his youth- Goan soul foods, like, ambot tik with rice or supping with sorpatel and sannam, and sipping maddel or caju in an authentic Goan home ambience - the author connects to that Goan spirit of his youth that he was pining for in the wintry Toronto. Another simple domestic core of yore that connects the author to the memories of gone by, reverberating the images of the past, is the scent of smoke that he inhales - seeing fire heating water in a copper urn in the backyard of Tony Barretos house, Galgibaga. The author was Tonys guest. The cherished memories of his youth must have returned when the author was scooping the warm water from the urn with a pitcher to have a warm bath; and if, I am not deluded, this is a perfect gift that Tony gave to the author. Though Goa has changed, the author discovers the true spirit of Goa in the villages. The story of Ozorim or Vazri in Pernem taluka was no different. The people just do not want to be associated with Tivim Constituency in Bardez taluka. 3. The village of Gaunsavaddo is the nucleus of Mapusa. Gaunsa vaddo ward of the Gauns families], Angodd [ old market area],Tolivaddo[ bank of the then lake or Toli ] formed the Mapusa town as it grew along the banks of Mapusa river. The Gauns families worshipped goddes Tulzai and had their chaudi[ seat of the gaunkari] next to it. They immersed their Ganapati in the river next to the temple. Tiles from Mangalore [ Sulche nove] arrived by sail-craft and were landed at the nearby tar[ river crossing] even till the early 1980s, when the pipe bridge for the NH-17 at the 'tar' put an end to this and prevented the Mapusa river from flushing itself clean during the monsoons.It has silted during the last 20 years. A modeling study has been carried out to support a Marine Management Plan for the Gulf of Kachchh, India and here the hydrodynamic part of the programme is described. The hydrodynamic model accurately predicts the tides and tidal currents present in the Gulf and these have been validated with the measured data, albeit at only a few locations. The time averaged residual currents obtained from the model for one lunar cycle clearly reproduce the complex, small-scale, topographically induced flows with several eddies. The existence of a dynamic barrier along Sikka-Mundra section, which divides the Gulf into two distinct dynamic systems, is very evident. The model is further used to predict the movement of surface floating particles launched at different locations in the Gulf, as an aid to determining floating pollutants. The results indicate that industries discharging wastes upstream of the barrier should use extreme caution, as these will remain in the vicinity for at least one lunar cycle.
