I am glad to see that you have commented editorially on the interference in our educational system by the Government of Goa. The recent distribution of a VCD to all the schools in Goa purporting to contain information about the liberation of Goa is a gross misuse of authority by the Department of Education. The very fact that it has ordered the film to be shown in all the schools, and that it has asked each school to submit a compliance report is reprehensible. The Department of Education does not have any right to compel any school to show any film produced or sponsored by it. The film itself is a rather crude attempt to sow dissension among the different religious communities in Goa. It begins by (falsely) depicting colonialism as an attempt by the Portuguese to impose Christianity on the local people. By implication, the film asserts that the fight against colonialism was (and is) a fight against Christianity. This is a gross distortion of history. The British, the Dutch and even the Danes attempted to conquer India primarily for economic reasons. That they were Christians is only incidental to their main purpose. Colonialism is rightly considered to be unjust, and the fight against colonialism was necessary; but to equate political colonialism with religious oppression is to falsify the true nature of colonialism. The film, however, is not an objective historical depiction of the freedom movement. It is a crude, ham-handed propaganda tool which attempts to poison the minds of our children and create in them communal hatred and intolerance. The attempt of the Department of Education to force-feed the schools with this propaganda material needs to be strongly condemned. I do hope that the school authorities will refuse to show this film in their institutions. Averthanus L. These junior advocates carry out various types of assignments, such as preparing case file, finding case law, drafting suits, computer typing of legal documents etc. Because of the practical training that these young lawyers receive in the course of their studies they are able to handle these responsibilities with nominal guidance from the senior advocates, depending on the nature of the subject being handled. With computerisation, the contribution that the junior advocate makes to the successful practice of the Senior Advocate is immense. Whether, it is for drafting of documents, searching for case law or for making appearance before the judicial authorities. However, the sad part is that the junior advocates do not get any regular remuneration from the Senior Advocate on the plea that they are still learning the profession. In this manner, Junior Advocates work and slog in many cases from morning till late in the night, with only some relaxation in working hours on Sundays and holidays. It is common for a senior advocate to have 3 to 4 such juniors. And while they themselves have well paid practice and generally do very well for themselves, they get away without having to pay any regular remuneration to the juniors. I would suggest to the Government of Goa to carry out a quick study of on the service conditions of the junior advocates and fix some minimum monthly remuneration for the junior advocates working with senior advocates, as it is done for the employees of various Industrial segments. Since, without such intervention this exploitation by white collared gentry's of white collared junior advocates will continue. Suresh R. Is the plan for Goa (Dabolim) feasible? === 23 airports to lease real estate Two consortiums led by ernst young and UTI bank formed to prescribe use Bhupesh Bhandari Bipin Chandran / New Delhi December 23, 2004 The government will allow commercial utilisation of 'city-facing' land at 23 non-metro airports to generate funds for their growth. For this purpose, the Airports Authority of India (AAI) has shortlisted two consortiums, one led by Ernst Young and the other by UTI Bank. The two consortiums are to come up with a detailed business plan for ten airports within the next four months, sources close to the development told Business Standard today. The AAI is expected to float another tender for the remaining 13 airports soon. The Ernst Young consortium, which includes IDBI Capital Markets, will study the Ahmedabad, Jaipur, Udaipur, Amritsar and Guwahati airports. The UTI Bank consortium will have consultancies like Chesterton Meghraj, Chesterton Petty, Landrum Brown and Meghraj Financial Services Ltd. This consortium will look at the Goa, Mangalore, Lucknow, Trivandrum and Madurai airports. Detailed plans for the Ahmedabad and Trivandrum airports will have to be submitted within a month as these are international airports. Although it is not clear how much money the government wants to mobilise through this exercise, Union Civil Aviation Minister Praful Patel, has said that upgrading 23 airports could cost as much as Rs 5,000 crore. The consultants are required to figure out how the land owned by these airports could be commercially utilised. There are two components of the assignment: what can be done and how best to do it. In other words, we have to give the plans for the usage of the land and how to fund it, the sources said. Elaboratring the first component, the sources said various possibilities like setting up shopping malls, multiplexes and hotels could be explored. The consultants will also suggest whether the land-development exercise should be undertaken by the airports themselves in partnership with the private sector, or should the entire exercise be left to the private sector. Some of these airports are known to own 80-100 acres of land which can be developed for a range of commercial activities. She agreed. I made a trip to Tivim. Left the manuscript at her neighbours (she was attending a funeral) After that she tells me the cost for her editing services would be about Rs 5000/- (This despite the fact that I had duly informed her that I am a guy who is perennially broke.) And now when she talks of encouraging Goan writers, I can only wish her good luck. Cecil Pinto: I first encountered Margaret Mascarenhas on e-mail about three years back at the time she withdrew her column from Gomantak Times and outlined her reasons for doing so in a public posting. I disagreed with her and we had a long and protracted (and very hostile) private debate by e-mail, at the end of which we hated each others guts - but became friends. A few months later she invited me to attend a Creative Writing Workshop she was conducting at Fundacao Oriente. I attended this 4 day workshop and came away impressed by the way she facilitated a totally professional and efficient workshop, and illuminated us on many aspects of the Creative Writing process. In the years since I have interacted often with Margaret and quite regularly ask her for advice on my writing or certain intricacies of the English language and she has always obliged most gracefully, even at times when she was not keeping in good health. Agreed that Margaret is not the easiest person in the world to get along with but I can vouch for the fact that she does indeed do a lot towards encouraging Goan writers. And I know many other Goan writers who have benefited from her advice. Tony's peeve with her is obviously at a different level. Maybe Margaret got pissed off at Tony's the-world-should-support-and-encourage-me-even-if-I'm-nasty attitude. I don't blame her for that. - Tony Martins: For the cover Mario Miranda promised me the moon and the stars. What I got finally was a sweet advice. Why don't you check some good artists, I am moving to Brazil. Will be back only after three months. We certainly need to encourage Goan writers. Cecil Pinto: A year back I was assisting Jose Lourenco package his Information Cards box and we asked Mario Miranda to help us out with a few illustrations. Mario was so enthused by the project that he also read each and every of the Information Cards and gave us a lot of accurate information and advice, all for free. He even drew a few illustrations for the box and gave us blanket permission to use some other of his other existing cartoons - again all for free! Agreed Mario is a busy man and we had to make quite a few trips to his house before we got the illustrations. But then interacting with Mario is always a pleasure. I have encountered Mario in other matters too (regarding printing) and it has always been pleasant dealing with such a kind hearted 'gentleman'. By trying to use a public forum such as this to discredit Margaret Mascarenhas and Mario Miranda, Tony has proven that he does not know that dirty linen should not be washed in public. In future when he condemns any other person publicly I will ignore his shrill voice as it is obvious Tony carries some massive chip of disgruntlement on his shoulder and thinks he can take pot shots at public forums such as this. All he ends up doing is exposing his own weakness. Which also brings me to another point. Tony is not alone in this I-want-mine-free-and-fast-as-I-am-a-Goan attitude. Remo must play free for the fundraising concert for my book. Margaret must edit it free. Mario must illustrate it immediately. Why? Because I am a fellow Goan. Bah! If someone decides to give his/her services free for a good cause then well and good, but if someone refuses we have no right to condemn that person. Everyone has to make a living. Not just you. Of recent I hear many Goan writers wailing that they get no encouragement and support from fellow Goans. Build a better mousetrap my friend and the world, not just Goans, will beat a path to your doorstep. Don't demand that they have to support you. Nobody owes you a living. I have a copy of Silviano Barbosa's book The Sixth Night but have not yet found time to read it. My wife Beatrice though picked it up and started reading it just out of curiosity. She soon got quite engrossed in the story and is nearly halfway through the book. Beatrice says that Silviano has painted a credible picture of the Goa of old in a captivating story. I'm getting quite jealous that she keeps raving about the language and story and information in the book to me all the while *chuckle*. Hello! I'm your husband. I write too you know. How come you never rave about my writing? Huh? My prediction, from just observing these reactions, is that Silviano's book will outsell all his expectations. I have met him in

Hiring out CSIR laboratories to MNCs --- the Mashelkar paradigm ---= may help the CSIR generate some cash; in the long term it is helping MNCs de=velop their next generation of products for the global market. It will no= t help the Indian economy or the Indian industry, the primary purpose for = which CSIR was set up. The author rejects market forces in the development of technology but places touching faith in the state for this purpose (or at least in establishing the scientific infrastructure)! Let's get real!

Further to my earlier posting, the above caused me to ponder awhile on the maintenance issues of the aircraft, apart from regular maintenance that I'm sure the aircraft are subject to. ... I wonder if the Indian Navy has indeed carried out therecommended modifications (if any) to the aircraft as proposed by any emergency repair bulletins or heeded to warnings issued after similar accidents in the UK? [Gabriel de Figueiredo Dec 20] One key implication of this, which seems to have been missed so far, may be the quality and intensity of the FLIGHT TRAINING PROGRAM conducted by the Navy at Dabolim. The crashes of the Sea Harrier experienced by the Indian Navy may reflect at least to some extent on the flight training imparted at Dabolim and elsewhere. This in turn will affect the Navy's willingness to relocate such flight training to places like Seabird and accept joint control over Dabolim or whatever.

(screening was at INOX GMC), OK, do you think I could have made it to the movie after buying ticket at miramar- absolutely not, because the ticket booth was to open at 6 pm and the traffic was diverted via Saint Inez.

The Children's Court headed by South Goa District Judge A.D.Salkar is expected to pronounce its order on 24th December on the maintainability of the criminal complaint filed by Mr. Anthony Frois uncle of the minor girl allegedly molested by Ribandar Parish Priest Fr. Newton Rodrigues. orders. Dec 24th will coincidentally be a year when before the X'mas midnight mass Fr. Newton Rodrigues allegedly took the 13-year-old Ribandar girl to a room in the church on the pretext of taking confession and molested her. The complaint, which is the first of its kind before the recently constituted Children's court, has been filed by Mr. Frois against the Parish Priest in view of the police dragging its feet in filing the charge sheet against the accused priest. Fr. Newton Rodrigues is the first Roman Catholic Priest in Goa against whom the police have registered an F.I.R for an offence of molestation. The Ribandar Church molestation case was also one of the bone of contentions in the recent row between Chief Minister Manohar Parrikar and former DGP Mr. Amod Kanth with the DGP refusing to relent to political pressures not to charge sheet the Parish priest. The DGP had reportedly taken a very firm stand that nobody is above the law. A contempt of Court petition filed against Inspector Mrs. Ezilda D' Souza for not complying with her statement is already pending before the Panaji Bench of the Bombay High Court.

Scientific Capability And The Wealth Of Nations Prabir Purkayastha EVERY school of thought accepts that if a country wants to become a global player, Research and Development (RD) is vital. Copying, body shopping, selling other peoples products and technology can work for some time. But not for long. The ability to develop technology innovations continuously is what distinguishes technology leaders from followers. This means the ability not merely to copy innovations done elsewhere but to also to develop the next generation of technology. Just following behind the Joneses may have worked in a world where technology remained relatively stable. But not today, where computational power of a chip doubles every 18 months. SCIENTIFIC CAPABILITY Scientific capability and technology innovations are therefore the prerequisites to a countrys development. In a recent paper, David King The Scientific Impact of Nations, Nature, VOL 430, July 15, 2004) has plotted the scientific capability (citation index intensity) of a nation against the GDP intensity (per capita GDP) of 31 nations. The citation intensity is simply the number of such citations divided by the GDP of the countries. The wealth intensity of the countries is also a simple measurement: it is the per capita GDP of the country. It shows very clearly the importance of scientific capability for a nation: the citation intensity correlates very well with the wealth intensity of countries. More the citation intensity, wealthier the country. Of course, one can also argue that if a country is wealthy, it can devote more to research and therefore its citation index goes up. But if we look at the per capita GDP of many countries, for instance oil-producing countries, we will find that though their GDP is high, their scientific output is low. If we exclude the countries that are rich due to some primary product or a finite natural resource like oil, then the driving factor for wealth of a country does emerge as its capability to produce scientific and technological innovation While how to measure scientific capability is still being debated, some indicators are agreed upon as a basis for some form of ranking. The most common ones are amount of research papers produced and how many times they are cited by other authors: the citation index of the papers. While the number of papers that a country produces, may provide an indication of the quantity of its output, the citation index is supposed to reflect its quality. It is true that a simple analysis based on just citations is open to various distortions papers in medicines are quoted more than papers in mathematics, papers in English are quoted more than in other languages, etc, nevertheless, the citation index does provide a rough and ready reckoner for quality of the research produced by a country. How does India fare on this measure of citation index and citation intensity? The good news is that India and also China are still in the league of countries with significant science and technology capability. The bad news is that our quality is well below its quantity. The citation rate per paper puts us in the 29th position, well below that of countries such as Luxemburg, Israel, Singapore. For all publications in the time period 1997-2001, India had 2.13 per cent of all publications but a citation index of only 0.86 per cent. Countries at the top end have a reverse ratio; with a smaller number of papers, they have a higher citation index. CITATION INDEX Citation index is what King has used is one measure of scientific capability. There are others, which have been constructed. One of the better known one is the one by the Institute for Higher Education at Shanghai Jiao Tong University (SJTU) in China. SHTU recently carried out an exercise to rank the world's universities, using an index of five criteria: the number of people who won a Nobel Prize (or Fields medal, its equivalent in mathematics), the number of highly cited researchers, articles published by university staff in the leading science journals Science and Nature, the number of articles included in the Science Citation Index and Social Science Citation Index and the average academic output of a faculty member. One can question the weightage and the methodology: after all Nobel prizes are given long after the people have done their actual work. However, even if one takes the ranking, not at its face value but just an indicator of broad trends, the picture that emerges for India is not very flattering. Amongst the first 500 top universities in the world, India has only 3. Even worse, there are only 3 universities from India in the top 100 Asia/Pacific universities. Hi Mervyn, Many thanks for info about odd restaurant practices in Dar. I was there, off and on, many years ago but missed the unusual opportunity to be able to impress anyone when I would have loved to! I also visited Bangalore twice, more recently, but hadn't experienced nor heard about variable restaurant prices aka Gabriel. When in India, I have invariably passed off, with an adapted/localised accent, as an Indian and have not had to pay for hotel stays, in foreign currency, even when this was the 'rule' for a while, and before plastic came into greater use. On indicating when booking, that I was from Goa (with address of course) I invariably had a feeling that the thought crossed some minds that these guys from Goa are a funny lot who only speak English. But I recall one case when pestered to change money by street urchins in Bombay. When I indicated with the single word that I was Indian the shrewed little geezers simply said no no sir you are foreign Indian. And of course, most taxi drivers, the world over, immediately know when to make an extra buck or two, except perhaps in Sydney, when on two occassions I was taken free, albeit on short journeys, by most friendly Indian drivers who wanted to discover from me if they would be better of in the UK. My first mail to Margaret Mascarenhas was (regarding Naked Goa before it was published) whether she would be interested in editing my book Naked Goa for nothing more than a million thanks. She agreed. I made a trip to Tivim. Left the manuscript at her neighbours (she was attending a funeral) After that she tells me the cost for her editing services would be about Rs 5000/- (This despite the fact that I had duly informed her that I am a guy who is perennially broke.) And now when she talks of encouraging Goan writers, I can only wish her good luck. For the cover Mario Miranda promised me the moon and the stars. What I got finally was a sweet advice. This is beautiful... I had forwarded it to Goanet last Dec. thought would be great to share again this Christmas for those who missed hAVE a nICE hOLIDAY sEASON!! Seb ~~ The Tablecloth The brand new pastor and his wife, newly assigned to their first ministry, to reopen a church in suburban Brooklyn, arrived in early October excited about their opportunities. When they saw their church, it was very run down and needed much work. They set a goal to have everything done in time to have their first service on Christmas Eve. They worked hard, repairing pews, plastering walls, painting, etc. and on Dec 18 were ahead of schedule and just about finished. On Dec 19 a terrible tempest - a driving rainstorm - hit the area and lasted for two days. On the 21st, the pastor went over to the church. His heart sank when he saw that the roof had leaked, causing a large area of plaster about 20 feet by 8 feet to fall off the front wall of the sanctuary just behind the pulpit, beginning about head high. The pastor cleaned up the mess on the floor, and not knowing what else to do but postpone the Christmas Eve service, headed home. On the way he noticed that a local business was having a flea market type sale for charity so he stopped in. One of the items was a beautiful, handmade, ivory colored, crocheted tablecloth with exquisite work, fine colors and a Cross embroidered right in the center. It was just the right size to cover up the hole in the front wall. He bought it and headed back to the church. By this time it had started to snow. An older woman running from the opposite direction was trying to catch the bus. She missed it. The pastor invited her to wait in the warm church for the next bus 45 minutes later. She sat in a pew and paid no attention to the pastor while he got a ladder, hangers, etc., to put up the tablecloth as a wall tapestry. The pastor could hardly believe how beautiful it looked and it covered up the entire required area. Then he noticed the woman walking down the center aisle. Her face was like a sheet. Pastor, she asked, where did you get that tablecloth? The pastor explained. The woman asked him to check the lower right corner to see if the initials, EBG were crocheted into it there. They were. These were the initials of the woman, and she had made this tablecloth 35 years before, in Austria. The woman could hardly believe it as the pastor told how he had just gotten the Tablecloth.. The woman explained that before the war she and her husband were well-to-do people in Austria. When the Nazis came, she was forced to leave. Her husband was going to follow her the next week. She was captured, sent to prison and never saw her husband or her home again. The pastor wanted to give her the tablecloth; but she made the pastor keep it for the church. The pastor insisted on driving her home, that was the least he could do. She lived on the other side of Staten Island and was only in Brooklyn for the day for a housecleaning job. What a wonderful service they had on Christmas Eve. The church was almost full. The music and the spirit were great.. At the end of the service, the pastor and his wife greeted everyone at the door and many said that they would return. One older man, whom the pastor recognized from the neighborhood, continued to sit in one of the pews and stare, and the pastor wondered why he wasn't leaving. The man asked him where he got the tablecloth on the front wall because it was identical to one that his wife had made years ago when they lived in Austria before the war and how could there be two tablecloths so much alike? He told the pastor how the Nazis came, how he forced his wife to flee for her safety, and he was supposed to follow her, but he was arrested and put in a prison. He never saw his wife or his home again all the 35 years in between. The pastor asked him if he would allow him to take him for a little ride. They drove to Staten Island and to the same house where the pastor had taken the woman three days earlier. He helped the man climb the three flights of stairs to the woman's apartment, knocked on the door and he saw the greatest Christmas reunion he could ever imagine. It seems as if nothing has moved in last ten yrs. Bureaucracy is mind boggling. Here is something funny I wanted to tell you. I was planning on seeing the marathi movie Shwaas which was being screened at IFFI and had great reviews. The movie was supposed to be screened at 6 pm so I enquired about getting the tickets, and was told that I have to get it from ticket booth at miramar! (screening was at INOX GMC), OK, do you think I could have made it to the movie after buying ticket at miramar- absolutely not, because the ticket booth was to open at 6 pm and the traffic was diverted via Saint Inez. Article in the Weekly Goan Observer (18th to 24th Dec 2004) Juju- Musician par excellence By: Daniel F. de Souza. Death is an uncertain certainty goes the age old maxim. As uncertain as when on 9th December whilst entertaining guests at a restaurant at Raia, Juju Fernandes, the versatile tenor saxophonist and a popular music director, breathed his last. His passing away has not only shocked the tiatrist fraternity across the length and breath of Goa, but the void created by his sudden death would be very hard to fill. As it is the ever expanding tiatrist fraternity is faced with the bleak prospects of finding an experienced air instrument player with their tribe decreasing, and little prospects of seeing the younger generation taking a fascination for blowing instruments, Juju's death has added further to their misery. Baptised as Jose A. Fernandes, this musician from Pedda Benaulim, the cradle of Konkani stage art and culture, was an established crooner in a local band AVC Pops before making his name as a full-fledged musician. He even had his own beat group under the name Hard Rocks. Inspired by his musician father who was a church choir master in Benaulim church, Juju too took a serious interest in learning blowing instruments. But, it was only after he joined the tiatr bandwagon as a music director did he come into limelight and was a much sought after musician for his exceptional skill and mastery with the tenor sax. Soft-spoken and well mannered with a smiling countenance, this tall and well-built bearded tenor saxophonist was liked by all among the tiatrist fraternity for his dedication towards music, down to earth professional approach and his human ways. Many professional artists whom GO spoke to said 'Juju was a thorough professional and a perfectionist to the core. He was a great showman who had the capacity to entertain the audience individually with his Tenor Sax and singing too.' Excellent Showman As we are in the midst of the Christmas season, the tiatr lovers will miss Juju all the more for his Christmas carols. He was the only music director who would not only play instrumental carols before the start of the tiatr, but would actually render a couple of carols with his beautiful voice from his chair in front of the stage. This was something very rare among the present set of tiatr musicians. Juju was one of the best showmen I have ever seen when playing the tenor sax for Konkani musical shows. He would suddenly leave his position and rhythmically sway his way to the centre of the stage gracefully playing the tenor sax alongside the soloist in his inimitable style to the utter surprise of the audience and the soloist too. This was his specialty and such a spontaneous action was well received not only but the audience but it would give an additional boost and confidence to the singer on stage. Juju produced his own audio album in 1998 titled 'Biradd'. Juju was the music director for Rose Ferns dramatic troupe for the last five seasons. Incidentally this season he had taken a break from the shows and it is understood Juju had engaged himself as a one-man band for the hotel industry along the South Goa Coast. Paying rich tributes to this tenor saxophonist this is what his colleagues on the Konkani stage had to say: Rose Ferns: With Juju's untimely death the Konkani stage has lost a talented and dedicated music director. He was not only talented but also very committed to his profession. He was a capable professional and could even carry the show on single handedly. He would always keep his word and was a perfectionist. He would take special care of young and upcoming artist, and was very particular about rehearsals. He would conduct separate music rehearsals with his band members. As the number of brass instrument musicians is steadily on the decline in recent years, his death is a great loss to the Konkani stage and Konkani music. Wilson Mazarello: I knew Juju for many years. As a human, he was very friendly and warm hearted, helpful in nature and had a great passion for music. He was the only band leader who would sing live before the commencement of the shows and entertain the audience in his own way. He paid a lot of emphasis on rehearsals and had a thorough professional approach towards them. His love for music and the Konkani stage was something great. With the present acute shortage of brass blowers his death has dealt a severe blow to the tiatrist fraternity. Felcy: Juju, besides being a thorough professional, was a very co-operative musician. He made us feel comfortable and confident while performing on stage. I will never forget how he came to my rescue in 1995 when I had staged my own drama. He saved me from serious trouble when at very short notice he provided the entire music for one of my shows when the original music director could not make it. We will miss him very much and especially at Christmas time for his carols and other songs too. He had a special

However, they could not throw any light whether there was any foul play. (H) SEX RATIO DECLINING IN GOA: Males in Goa outnumber females and hence the sex ratio in the State is declining. Interestingly, the females in rural South Goa outnumber the males due to outmigration of the males to the urban areas. The rural population of North Goa district is higher than its urban population, while the rural population of South Goa is lower than its urban population. These are the findings of the Directorate of Census Operations of Goa. (NT) GOA HAS 15,749 DISABLED: Goa has some 15,749 disabled persons which is approximately 1.17 per cent of its 13.4 lakh population, according to an analysis of the Census 2001 data done by MS Kulkarni, senior lecturer in demography at Goa Medical College's preventive and social medicine department. According to Kulkarni's analysis, presented at a symposium at a city hotel on December 21, the movement-impaired formed the single largest block accounting for over 31 per cent of the total disabled.

Though I was recovering from some helath problem, it was great to meet so many people I interact with on the Internet in loco and personally. Frederick, thank you for your concern, but I think the lusophobia period is quite past tense in Goa and especially gaonetters, being a global community representing an enormou cultural diversity, do not have any problems talking to a young Goan / Portuguese. And the average age of Goanet is not so alarmingly high as some think, it's perhaps just that younger members are not in Goa as regularly as their parents or just feel shy appearing to this type of collective blind dates... It was great to talk to so many people with so many different projects. In case anyone has not got my contact number, I am still in Goa until the 4th of January and you may call me on 98 50 45 42 17. Go back to the grassroots and ask what is lacking and not listen to a few ill-informed people and build castles in the air. But do the ministers want to do so or do they prefer to leave Goa's rural masses always begging? After all a few crumbs thrown at election time does ensure a lot of votes. And for all those who praise these castles being built in the cities, do go and live in the villages sans electricity, health services or tarred roads and there is no denying their first words will be OUCH COMMENTS: Today, at the goanettter's get-together at the Clube Vasco Da Gama, in Panjim, I was talking to Margaret Mascarenhas, the columnist from Tivim, who is a very vocal person when it comes to wrong priorities. And I have admired her views more often than not. And as usual, the tone of the talk was IFFI and Manohar Parrikar's priorities. At one point, she said to me Look here, Floriano, all said and done, we can see some changes outside as well as inside, inside meaning the working of the departments, which was not forth-coming during the Congress regime. Yes, of course, You are absolutely right. But remember, I told her, that when one sees a desert all around for a life-time and one suddenly comes across a little oasis, one naturally appreciates the oasis. But that does not mean that they know that this little oasis need not have been so little and so costly to bring about. Congress notwithstanding, I said, the entire Goa should have been a wonderful oasis and at very decently nominal costs. Come to think of it, there were no written down plans for the Congress to bring about any oasis to Goa. Everything was ad-hoc'sm and impulsive. Now with Parrikar in the saddle, where are the written down plans? Isn't everything that is going on is ad-hoc'sm? Where are the priorities? These are castles in the air, indeed. IFFI is one such castle at exhorbitant costs. It will come down on its own. Manohar Parrikar will find out the hard way that castles in the air do not last for long. A lot of people find me totally anti-Parrikar and biased like a blue carrot, if ever there was one. But the inner voice tells me that he is the most rotten of them all the previous Chief Ministers put together. And, now, we shout ourselves hoarse that the documentary VCD specially brought out by the Parrikar's RSS Education Department for the benefit of the students to acquaint them that the Portuguese took Goa by the Cross and not by the sword and has portrayed the Catholic Priests as Muslim Mullas - IS WRONG??. What did Ex-Archbishop Raul Gonsalves think of Mr. Manohar Parrikar when he accepted his bouquet of flowers on his birthday? A St Francis Xavier re-incarnate??? Did he not 'BLESS' Manohar Parrikar's cabinet with some rotten to their core, lambs, belonging to his own flock???
