All the international airports are bursting at their seams, while the domestic airports are in no position to cope with additional flights. Patel says he is aware of the problem and is embarking on an ambitious Rs 50,000 crore (Rs 500 billion) project to upgrade the airport infrastructure in the country. The airport modernisation plan will start with the privatisation and upgradation of Delhi and Mumbai airports. In the second phase the other two metro airports -- Kolkata and Chennai -- will be upgraded through public-private participation. Simultaneously, he has kicked off an exercise to develop 23 non-metro airports. To generate funds for the development of these airports, the government will undertake commercial development of the city facing land of these airports. To this effect, the Airports Authority of India has shortlisted two consortiums, one led by Ernst Young and the other by UTI Bank, to come up with a detailed business plan for 10 airports within the next three months. AAI is expected to come out with another tender for the remaining 13 airports shortly. The consultants are required to ascertain how the land owned by these airports can be commercially utilised. Various possibilities like setting up shopping malls, multiplexes and hotels are likely to be considered. Some of these airports are known to own 80-100 acres of land, which can be developed for a range of commercial activities. Once this exercise is closed, another 30 airports will be taken up for upgradation. Besides, Patel also plans to develop greenfield airports with an investment of over Rs 6, 000 crore (Rs 60 billion) in Goa, Navi Mumbai, Pune, Kannur and the multi-modal international hub in Nagpur. After a barren first half, JCT's Hardeep Gill opened the account in the 54th minute and 20 minutes later Sukhjinder increased the lead with an impressive goal from out side the box. Mohun Bagan beat Churchill January 29, 2005 21:01 IST Former champions Mohan Bagan rallied from behind to beat Churchill Brothers 2-1 in the fourth round of the 9th National Football League in Margao on Saturday. Bagan's Brazilian striker Robeto Mendes Silva scored the winner after substitute Sunil Chetri canceled Yusif Yakubu's strike in the first half. With this win, Bagan have collected seven points from four matches while Churchill, who suffered their third defeat, have one point from four matches. Defender Eduardo Chacon of Bagan was declared the man of the match. Churchill, knowing well that any slip up would further dent their morale played with determination. Vanlal Rova, who played his first match, was a perfect foil for Yakubu as they troubled the rival defence, took lead in the 19th minute. A combined move between Vanlal Rova and Roque Baretto from the middle which the latter put a forward pass that deflected rival defender and fell on the path of Yusif Yakubu who uncorked a right-footer that found the far end of the net to end his goal drought. Bagan, unperturbed by the set back regrouped and were all over the rival half but found stiff resistance from the defenders who thwarted their moves. Roberto Mendes Silva had two chances to equalise but first his try was well saved by keeper Vinay Singh and later his header went over the bar. Did the Portuguese come into the homes of Goans and confiscate this gold? 3. Was the gold stored by clients at BNU in safe deposit ? 4. Was the gold used as collateral for LOANS obtained by Goans and Maharashtrians? 5. Have the safe deposit fees - until 1961 - ever been paid ? or have they been deducted? 6. Have the LOANS ever been paid back by the Goans Maharashtrians who borrowed the monies? 7. Has BNU claimed /collected / deducted any interest on the unpaid Loans? 8. What was BNU expected to do - with the gold - at the time of the 1961 invasion? Leave it? 9. WHO would be held responsible for the gold - had it been looted in the aftermath of 1961? 10. Was there any looting in Panjim on the days Dec 19 - 21, 1961? 11. What would the State Bank of India do in a similar situation - with SAFE DEPOSITS - in one of their branches (say in Fiji or in Port Blair) - if there was a chance that the Bank Officials had to leave town in a hurry? Goa BJP government reduced to a minority FROM PAMELA D'MELLO Panaji, Jan 29: Juggling MLAs in and out of government has snowballed into a political crisis for the Manohar Parrikar government who was reduced to a minority on Saturday. Four BJP MLAs resigned from their assembly seats, while two coalition ministers resigned from cabinet,withdrawing support to the BJP led government. The Congress has staked its claim to form a government, with 19 MLAs in the reduced house of 36, including support from the NCP, two regional parties and an independent. The BJP has 17 MLAs, in the fluid numbers game that is unfolding here. No decision came from Governor S C Jamir's office which held meetings with opposition claimants and state officials through the day. Mr Jamir flew back from Kolkata via Mumbai this morning as political events escalated with a ministers demotion and resignation late Thursday night. Addressing a press conference this afternoon, Chief Minister Parrikar maintained he would prove his majority on the floor of the house and accused the Governor of playing a partisan role. A majority is decided only on the floor of the House and not on the lawns of the Raj Bhavan, a defiant Mr Parrikar said. Both camps have expectedly huddled their MLAs together, the Congress in a five star seaside resort outside Panaji, while the BJP camp were camped in the capital. Mr Parrikar's first serious challenge to his four and a half years in office, came when he demoted financier-politician Atanasio Monserrate, who resigned on Friday morning. Working on strategies chalked out over Friday, Mr Monserrate and three neo-BJP MLAs, including Francisco Micky Pacheco -- who joined the BJP only on Thursday -- Isidore Fernandes and transport minister Pandurang Madkaikar gave in their resignations to the Speakers office. All four BJP MLAs have resigned their assembly seats, to avoid disqualification under amended Anti Defection Laws, and are expected to seek re-election. Simulataneously, PWD minister Ramakrishna Dhavlikar and Water Resources minister Philip Neri Rodrigues, joined a Congress led delegation to Raj Bhavan, and submitted their resignations as ministers. Officer bearers of the regional MGP and UGDP parties have given letters of support to the Congress- NCP combine. Congress general secretary in charge of Goa affairs Ms Margaret Alva accompanied the delegation to the Raj Bhavan and flew back for consultations with the party high command in New Delhi. Ms Alva is expected to return tommorrow, even as CLP members left it to 10 Janpath to decide the leadership issue. Mr Parrikar's fate hinges to some extent on the UGDP tourism minister Mathany Saldanha who is currently in Spain to attend a tourism mart. The UGDP has pledged support to the Congress but Mr Parrikar said he enjoyed the support of Mr Saldanha, irrespective of his party stand. With four members resigning, the house strength stands at 36, with the Congress and allies claiming a total of 18, the BJP at 17 and Mr Saldanha still out of the country. In a crucial floor test, political watchers calculate the Congress has an edge of one, accounting for the jubiliation in their camp. The irony of the political farce being enacted here in Goa's theatre of the political absurb has not however been lost on some. BJP MLA Isidore Fernandes had in August 2004 resigned from the Congress and won a by-election on a BJP ticket a month later -- only to repeat the resignation drama today. Francisco Pacheco had on Thursdary merged his one man outfit with the BJP, and said it was tit for tat that he was walking out of the assembly precipitating a crisis for Mr Parrikar on Saturday. Assembly polls in May 2002 had given the BJP 17 to the Congress 16, while two regional parties the NCP and an independent had backed the BJP over the past two and a half years. Man with a Needle The Navhind Times THE taking away of the town and country planning portfolio from Mr Atanasio Monseratte( which hurt him so much that he dashed off his resignation to the Chief Minister past midnight) came as a surprise not just to the go-getter minister but also to the members of the public. Why, it was less than three weeks ago that both the Chief Minister, Mr Manohar Parrikar and Mr Monseratte had dismissed reports of his resignation as rumours. Reiterating his support for Mr Parrikar, Mr Monserrate said at a press conference that there were absolutely no differences between him and Mr Parrikar. He went to the extent of attributing the rumours of his alleged rift with the Chief Minister as the concoction of vested interests. These statements from the Chief Minister and Mr Monserrate had come in the wake of rumours that the Congress had offered Mr Monserrate the office of the chief minister, and that he was walking out with two or three other ministers, and his friend, Mr Isidore Fernandes, whom he helped win the byelection to the Ponguinim Assembly constituency. So the question arises: what went wrong during the less than three weeks that Mr Parrikar thought it to be an urgent enough task to strip Mr Monserrate of the town and country planning portfolio without taking him into confidence? That this divestment is not the usual kind of reshuffle is obvious also from the fact that all other ministers have retained their portfolios. It is quite true that a reshuffle is the prerogative of the Chief Minister; he can assign any minister any portfolio, according to who he considers suitable or unsuitable for a particular area of governance. What was it after all that made Mr Parrikar decide that Mr Monserrate, who had run the town and country ministry from day one of coming into his ministry, had proved unsuited to the running of it? Did any disturbing evidence speaking of Mr Monserrates misgovernance in the ministry surface before him all of a sudden? Mr Parrikars statement that he was not satisfied with the performance of Mr Monserrate still leaves it unexplained why the bad performance was tolerated by a dynamic Chief Minister for so long. The circumstances under which it has happened do not suggest that it was a routine exercise of Chief Ministers discretionary powers. It had all the elements of an extraordinary act. Why did the divestment come when till only yesterday both the Chief Minister and Mr Monserrate were publicly reaffirming their confidence in each other? After all, Mr Parrikar included Mr Monserrate in the ministry, and gave him the town and country planning portfolio that he demanded. Despite a lot of opposition, Mr Parrikar allowed Taleigao to be cut out from the jurisdiction of the municipal corporation of Panaji, since it was what Mr Monserrate insisted upon. There were numerous occasions when there were differences of opinion between the local leaders of the BJP and Mr Monserrate in Taleigao, which once or twice reached a boiling point, but Mr Parrikar intervened and defused the crisis, usually by persuading his partymen to make adjustments with him keeping in view the larger interest of partys continuance in power. Then came a time when Mr Parrikar had Mr Monserrate leave his United Goans Democratic Party and join the BJP. What could be more comprehensive assurance of no trouble from Mr Monserrate than his being baptized as a Hindu holy warrior! But all the spraying of the blessed water and all the loud profession of loyalty to the cause of ensuring Goas rapid development with a stable government turned out to be of little significance when Mr Monserrates alleged courtship with some of the men in the opposition camp wouldnt stop. What would also not stop was the Mr Monserrates single-minded campaign to change the rules of the game in real estate development. Adding to the proof of his determination came the creation of planning and development authorities for several towns and inclusion of villages in them. The very fact that taking away of the town and country planning ministry from Mr Monserrate came with Mr Parrikars decision to exclude the villages that were included in the PDAs by Mr Monserrate provides some clue to the suddenness of Mr Parrikars action. Probably with the decision of Mr Monserrate to turn up certain village areas for real estate development the Chief Ministers cup of compromises was full. Cant take any more of it, he seems to have told himself, and decided to pierce a needle into the Big Bubble called Monserrate. The compulsion of seeking help from Mr Monserrate to stay in power eventually proved a bitter experience to Mr Parrikar. But will it be any better with Mr Micky Pacheco?

By Paul Majendie LONDON (Reuters) - Hindus have launched a campaign in Britain to reclaim the swastika from its Nazi past and reinstate the 5,000-year-old emblem as a symbol of good luck. They were stung into action when European parliamentarians called for a Europe-wide ban on Nazi insignia after Britain's Prince Harry provoked international outrage by wearing a swastika armband and Nazi costume at a party. What we have decided to do is to reclaim the swastika, said Ramesh Kallidai, secretary-general of the Hindu Forum representing 700,000 Hindus in multi-cultural Britain. He said of the Hindu religious symbol purloined by Adolf Hitler for his National Socialist Party: It has been used for 5,000 years to promote life. It brings good luck and wards off evil. Ever sensitive to the concerns of millions of Jews who suffered the horrors of the Nazi Holocaust, he told Reuters: For Hindus, the misuse of the swastika is as repulsive as it is to everyone else. It's like saying the Ku Klux Klan is burning crosses so let's ban the use of crosses worldwide. Pictures beamed worldwide of Queen Elizabeth's grandson wearing the Nazi uniform at a costume party prompted deputies in the European parliament to call for a ban on Nazi insignia, an idea that the European Commission said was worth considering. The Hindu Forum was inundated with calls over the proposed ban, said Kallidai. If it came into force, that would mean if Hindus use the swastika for religious purposes as they have done for 5,000 years, they risk breaking the law. First came a media campaign to put their case. Then Hindus pressed parliament to debate the issue and lobbied deputies both in London and Strasbourg to support them. Next comes a major conference in London and public awareness workshops across Britain. We have already spoken to the Board of Deputies of British Jews and want to have a dialogue with them. Everyone must understand that the swastika has nothing to do with hatred and is purely for worship. A spokesman for the Jewish Board told Reuters: We respect the Hindu Forum's desire to take back the Swastika but our line of caution is that Neo-Nazis and racists continue to use the Swastika as a potent symbol of hatred. To the millions who suffered in World War Two, the swastika is a loathed emblem of hatred, racism and xenophobia. But to Hindus, it is a revered symbol, derived from the Sanskrit svastika and meaning Good to be. In Gujarat, when a baby has its first haircut, a swastika is painted on the top of its head to ward off evil. You find it on the door of the house as a good luck charm. It appears on wedding cards and holy paintings, Kallidai said. But he fears it will be a tough battle eradicating the swastika's nightmare image. It is a very uphill climb because a 5,000-year-old symbol became associated 65 years ago with hatred, destruction and xenophobia, said Kallidai. This could take a number of years.

Reading the topic of the Colva road ,it came to my mind the the strip of road near Mungul bridge.This has become so dangerous that people coming out from either side of the bridge have to think twice before they come to the main road.The vehicles travel at speeds which is unbelievable.I have seen so many near misses here that a speed breaker is the need of the hour.I hope not that a fatal accident will open the eyes of the concerned authority. This story dates back to 1961, when gold jewellery pawned by Goans left Indian shores to Lisbon in Portugal, after the liberation. Thirteen years back all the gold came back but 1,800 families ran out of luck as an amendment in the denied them access to the family treasure. Now the finance minister has stepped in to ensure that these families get their jewellery back. Finance Minister, P Chidambaram said, When they bring these ornaments here, they don't have to pay customs duty. It will be very unfair of me to ask them to pay customs duty on their own ornaments, which were taken away forcibly to Portugal. In 1992, PV Narasimha Rao's government negotiated the release of this gold with Lisbon and authorised SBI to import a total of 6,500 packets weighing 280 kgs. Families were exempted from paying any customs duty on this gold. About 4,700 families had paid up their loans and reclaimed their jewellery. But five years back, an amendment to the Customs Act robbed this benefit from those who didn't reclaim by then. Around 1,800 families still had gold stuck in the SBI vault in Goa. A mix of luck and perseverance took care of the rest. Another amendment to the Customs Act two years ago, gave the finance ministry, legal ground to reinstate the duty exemption. And persistent lobbying by affected parties with local Congressmen reached Chidambaram's ears last September. He obliged by passing the order three days ago. State Bank of India's officials expect only about 500 families to turn up to claim their bit of history. In a surprising move, four BJP MLAs have resigned and reduced the BJP to a minority today. The Congress Party has appealed to Governor SC Jamir to dismiss the Parrikar government. The problem started when Parrikar relieved Babush Monserrate of the Town Country Planning portfolio on January 27. Monserrate considers this as an affront to his honour, while the Chief Minister justifies his decision to strip Monserrate for unsatisfactory performance. The other MLAs who have resigned include Monserrate's staunch pal Isidore Fernandes from Poinguinim, Mickky Pacheco from Benaulim and Transport Minister Madkaikar. Pacheco, a former Tourism Minister, had rejoined the BJP on January 27 after being dropped from the ministry six months ago. It is also understood that ministers Sudhin Dhavlikar, Filipe Neri Rodrigues and Matanhy Saldhana have withdrawn their support to Parrikar's ministry. The political situation is not yet clear in Goa. Two days after he was sacked, former minister Antanasio `Babush' Monserrate sought his revenge by getting three other party MLAs to quit the BJP, reducing the government to a minority. The Opposition Congress, of course, lost no time in staking claim to form the government, triggering off speculation of horse-trading and bargains. Half way into its term, it's the first major crisis for the government in Goa while governments had changed thrice in the last term. Known for his money and muscle power, Monserrate roped in fellow party MLAs Isidore Fernandes, Pandurang Madkaikar and Mickey Pachecho in his revolt against Parrikar. A first-time MLA, Monserrate is reported to have interests in money-lending and construction. While relieving him of his Town and Country Planning ministry, Parrikar had cited charges of administrative corruption''. Although, the court says that the child is entitled to the fathers caste; it should not immediately follow that the court is insistent-- that the childs future, be determined by accepting the ruling prima facie. The courts way of approaching the case is also a way of saying that caste does play a role in ones life. While the damocles sword hung precariously on the disqualification petition in the High Court which could unseat two BJP MLAs Mr Rajendra Arlekar and Mr Dayanand Mandrekar and see the election of Jose Philip De Souza and Chandrakant Chodankar, its hearing has been postponed to 3rd February as the amendment to the original petition seeking disqualification was being contested by the Counsel for the respondents ( BJP MLAs) However as things stand at 1730 hrs IST on the desk of Governor Mr S C Jamirs ( who is now in deep consultation with Chief Secretary D S Negi IAS ) the implications over potential Constitutional crisis or legalities is being examined before giving sanction to yet another first of its kind post anti defection law to game plan of the incoming Government if allowed to take over the reigns of power. The plan that is likely to unfurl is to swear Mr Pratapsing Raoji Rane Chief Minister Mr Philip Neri Rodrigues Dy Chief Minister and other as Ministers Mr Atanasio (Babush) Monserrate Mr Francisco (Mickey ) Pacheco Mr Isidore Fernandes (now all these above 3 BJP MLAs who have resigned will have to seek re-elections as the amended Anti Defection law of Dec 2003 necessitates this conditions. Why not try plugging in 2000 for the number of viewers instead of 3000? You will find that the yield per viewer goes up to Rs 100 and the utilisation rate goes down to 28%. Both seem to correspond with personal experience. The next question: Is the 3000 figure an inadvertent misprint or a deliberately misleading input? Also worth thinking about: Is the total daily take correct or is it something different?

I was assuming him to be a well read, and educated person, and write a well researched article on the subject. but somehow it proved wrong. His support for a VCD, it shows his hatred for non Hindus, and I bet if he has seen the movie DEV of Amitab Baachan, than the role of the top Police guy, Om Puri, is a perfect role for him.As he has passed his judgement in the quality of the VCD. I wonder what would happen if this movie was a compulsary viewing in the Schools. We had the privilege of watching the movie last night on our local T.V. It was a real eye opener, took us back to when Al Gore was robbed of the Presidency, because not one single Senator would back the U.S. American blacks. Truly the House of Bush are one helluva formidable people. I can now see that it is futile to try and fight/argue with such a force - including their supporters. There were 42 members of the Bin Laden family in the U.S. at the time of the destruction of the twin towers. They were allowed to leave the U.S. without interrogation because of their connections to the Bush family. Next stop Tehran, unless Blair and the other European leaders can do something.
