When Soviet Union was dismantled Ukraine had 3000 nukes .when Warsa pact
was edged out NATO gave sovereign assurance to Ukraine along with
Russia USA and UK for disabling the nukes.and to protect borders,
independence or to spread NATO in this region. NUKES would have made
invasion difficult
