It really gives me a pleasure to thank our beloved CM for giving me an opportunity to see Bihar in Goa itself without spending pie. It is indeed a good and great opportunity for Goans to realize the conditions and status of the day today activities occuring in Bihar. But this man Digu with a great vision has made this facility available to Goans to see the scenario of bihar in Goa. If anyone has any doubt then he or she may kindly refer to newspapers, dailies of past 3-4 days and he will get to know the details. Indeed our CM has this great vision to showcase all that is happening in Country to duplicate it in GoaSEZ, landscams, attack on police, Bandhs, morchas, Burglary, Raasta Roko, attacks on ministers, assault on women, etc..etc.. No CM in the history of Goa has done so many things within a short span of time as CM. He proved all that he promised on day one of is Oath ceremony that his Govt will do anything for aam aadmi and he did it. Only few things are left to be seen i.e. Bomb-blasts, terrorist activities(which will soon sprout if the same routine continues). Digu is trying his all efforts to do that and will definitely come out with good results. I think he got blessing of all Gods/godesses he worshipped so far after he as soon as he chaired as CM. Three cheers for Digukaka...May you always remain the CM of Goa, so that we can realize the horrible life of JK, terrorist activities along border, and all that which was never in the dreams of Goans. There is possibly some ambiguity in his stance - he possibly does support a SEZ policy for Goa but not in the format implemented in the 3 cases. I had occasion to informally ask Manohar Parrikar about the allegations that he had supported SEZs earlier. He said that his position on the issue has been misrepresented in the media, that his idea was nothing like the massive land scams perpetrated by the Congress governments, that the tax situation etc was different during his time, as was his vision for Goa and Goans. My own position is that SEZs for Goa are a no-go in any form, whether they are BJP-sponsored or Kangress-sponsored. Concerning your remark about Matanhy's silence being bought: I think it to be highly unlikely. I have not had a discussion on this matter with Matanhy, so I cannot say more on this. The questions you raise are strong, and we have a way of addressing them. All it takes is one good journalist to haul his/her video camera and request a one-on-one with both these leaders, directly capture their version on camera, and upload the footage to YouTube. If there are any takers, I can arrange for these sessions although that shouldn't be necessary given the easy accessibility of both these men. We can then match their recorded version with any earlier position (if a credible report of that is available) and locate discrepancies, if any. But let us come back to the heart of the matter: what Manohar Parrikar could have, would have, should have, might have done apropos of SEZs is in the realm of the hypothetical. The firm and established reality is that it is the Congress that brought these SEZ monsters to Goa. Not 1 or 2 or 3. EIGHTEEN of them !! These Congress vermin wanted to sell Goa wholesale to outsiders, first under Pratapsing and then under Digu. And don't forget the fraud of the RP2011. It is these two post-2005 Congress regimes that have affixed Goa firmly on the Formula One fast track to doom. Digambar Kamat sat by silently - willfully and deliberately, in my emphatic opinion - while another SEZ was notified on his watch. This is the standard operating procedure of the political crook who knows that once you push the project through it is hard to then retract it from the morass of the legal logjam, that there are later ways and means of 'regularizing' the violation should it run into popular turbulence. I was there on Nov 12, 2007, twice in a single day at Digu's official residence. First alongside the GBA folks, then in the afternoon with Matanhy and his GMAS troops. Digu's manner and attitude said it all. In the first instance, he was told that an important file pertaining to the Aldeia de Goa project had gone missing. You would think that the CM would be livid, at the very least, perturbed, demand answers from his bureaucrat (Ahmed Morad), order a probe. Nothing of the sort happened. Digu instead promised to study. This didn't look like a man concerned with the widespread despoliation of Goa. This wasn't a man keen to get to the bottom of it all. (But that didn't stop the GBA convener - who was present at this first meeting - from presenting Digu a bouquet of warm praise in a newspaper column some weeks later.) Same thing happened in the afternoon. Digu again pleaded he needed to study the matter of SEZs. While Digu was busy studying, another SEZ was quietly notified. He couldn't have not known about this. You played jazz the way you feel morning you play differently, evening you play differently. New tunes came to India as sheet music, but that sometimes wasn't much help even to accomplished readers: jazz contained such unconventional instructions as glissando, mute and attack. But when we heard the records, we knew how to play the notes, Frank says. For a Goan jazzman, the greatest accolade was to be told that he played like a negro. No one seems to have received more praise on this account than Chic Chocolate, who occasionally led a two-trumpet barrage at the Green's Hotel with Chris Perry. Chic whose name Goans pronounced as if they were talking about a rooster's offspring was known as the Louis Armstrong of India. His stratospheric trumpet notes and his growly scatting were a tribute to his New Orleans idol. He had a negro personality, Frank Fernand marvels. He played everything by heart. His stage presence was unforgettable. As the band reached a crescendo, Chic would fall on one knee and raise his horn to the stars. Chic had been born Antonio Xavier Vaz in Aldona in 1916. His mother wanted him to be a mechanic and earn a respectable living, but he dreamt of a life in music. He started out with a group called the Spotlights and, by 1945, his own outfit, Chic and the Music Makers, beat out 12 other bands to win a contract at Green's, which also was owned by the Taj. The pianist Johnny Fernandes, who later married Chic's daughter, Ursula, remembers the stir the trumpet player caused when he played at parties in Dhobi Talao homes. He says, People would flock to see him as if he was a (movie) hero. To have Chic perform at a wedding or a christening was a matter of prestige, but it could bump up the catering expenses. You'd have hordes of gatecrashers coming to hear him, Johnny explains. Chic, his contemporaries say, not only played like a negro, he even looked like one. The swarthiness of some Goan jazz musicians, such as the saxophonist Joe Pereira, came from ancestors with roots in Portugal's African colonies of Mozambique and Angola. But Chic's dark skin is attributed by one musician to his being a Mahar, a member of an untouchable caste. Many of Bombay's jazzmen, this musician says, were drawn from this caste. As he theorised: In Goa, Mahars were grave diggers. They'd also play snare drums and blow conches in funeral bands. When they came to Bombay, they became good jazz drummers and trumpet players. They say Chic performed one of his greatest feats of improvisation offstage. Chic lived in Marine Lines and had a girlfriend called Catherine, with whom he had a son, a matter that shocked conservative Catholic sensibilities, one musician recalls. But then he decided to marry another girl. The wedding was to be the Wodehouse Road Cathederal in Colaba. But Catherine landed up there with her son, so the wedding was shifted hastily to Gloria Church in Byculla, across town. The befuddled guests waited patiently in the Colaba church, even as Chic said I do in the deserted neo-Gothic nave of Gloria church. Many early Goan jazzmen were sideman in Micky Correa's band, which played at the Taj from 1939 to 1961. Among them was Ronnie Monserrate's father, Peter, who was known as the Harry James of India. Peter's five sons formed Bombay's second-generation of Goan jazzmen: Joe and Bosco play trumpet and fluegelhorn, Blasco the trombone, Rex the drums and Ronnie the piano. The family lived in Abu Mansion, an apartment block in the textile mill district of Parel. The boys would come home from school at four and begin to practice, each having been allotted a two-hour slot by their father. The music would continue late into the night, then occasionally start again in the wee hours when Peter Monserrate and his gang violinist Joe Menezes, trombone player Anibal Castro, drummer Leslie Godinho and Chic Chocolate returned from a drink after work to demand an impromptu performance. As their mother cooked up a meal, the Monserrate boys would go through their paces. Their neighbours, mainly working-class Hindus, tolerated this with fortitude. Ronnie surmises, I suppose it's like living next to the railway tracks. After a while, you get immune to the roar of the trains if you want to get any sleep. Activity in the Monserrate household would get especially hectic just before the biennale Sound of Surprise talent shows that the Bombay Musicians' Association organised on the Sunday in November closest to the feast of St Cecilia, the patron saint of musicians. from rediff.com Govt likely to use 111-year-old Act to denotify Goa SEZs Rituparna Bhuyan in New Delhi February 28, 2008 02:45 IST A 111-year-old law is one of the key options the government could invoke to handle the challenges arising out of the possible denotification of three Special Economic Zones in Goa. Last week, the inter-ministerial Board of Approvals had recommended starting talks with the Goa government on denotifying the three SEZs following strong local protests in Goa last year, creating a precedent that is being closely watched by potential investors in India and abroad. This is because the process of denotification itself is complex and could be long-drawn. The SEZ Act, 2005, does not have specific provisions for denotification. The Act, however, has provisions empowering the central government to issue policy directions to the Board of Approvals (under subsections 5 and 6 of Section 9). This power is derived from the General Clauses Act of 1897, an umbrella law covering all Acts and government notifications passed by the Centre. Section 21 of this Act empowers the government to add, amend, vary or rescind sections in notifications, orders, rules or bylaws issued by it. This means the central government is, on reading the two laws together, empowered to override the SEZ Act to account for measures like denotification. The other two denotification routes are amendment of the SEZ Act through Parliament and through a presidential ordinance. The latter has been ruled out since Parliament is in session and there is nothing to stop the developers of the three SEZs from going to court if the government waits for the session to end. An amendment of the SEZ Act will not only need approval from the Commerce Ministry, but may also provoke political opposition from the Congress itself. For this reason, the government is unlikely to follow this route. There are, however, some aspects of the denotification that the government cannot escape � the state government will have to pay compensation to the developers who bought land in the hope of developing it into sought-after tax free zones. Legal experts, however, said if the government denotifies the zones, there could be serious legal consequences that could see the matter ending up in court for an unforeseen period. There are no problems if provisions on denotifications are implemented with prospective effect. However, it is the implementation from retrospective effect that presents a hurdle, said Hitendra Mehta, head, Vaish Associates.

This Committee is required to be set up as per the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006 and Rules 2007. The Act envisages determination and vesting of a number of forest rights, individual as well as community rights, in the forest dwelling Scheduled Tribes and other traditional forest dwellers. The whole process for determination of forest rights would start at the level of the Gram Sabha, which will be scrutinised at the Sub-Divisional Level Committee, after which the District Level Committee will approve/ award forest rights. The various Committees under the Act are to be constituted by the State Government. One of the important features of the Act is the identification and notification of *Critical Wildlife Habitats* for which a State Level Committee has to be constituted. The Ministry of Tribal Affairs, Govt. of India www.tribal.gov.in has nominated the Social Welfare Department in each State, including Goa as the Nodal Agency. On 28th February will the Gram Sabha which has been called at such SHORT NOTICE and on a week day have the benefit of the officials of the Social Welfare Department or the Forest Department being there as resource persons to brief the villagers about the Act Rules ? Will they be able to provide guidance on the formation of the Forest Rights Committee ? To start with , why is Digamber Kamat ( and the central government ) so keen to have a dialogue with SEZ promoters ( see link below ) particularly as : i ) He has already made a grand statement cancelling ALL SEZ's ( with flower petals being showered on him from all angles by anti-SEZ activists for this selfless decision ? ) ii ) He has castigated Manohar Parrikar for having a fictitious dialogue with SEZ promoters ? To summarise the story so far : 1 ) The whole SEZ thingy appears to be a huge scam in terms of precious goan land assets and many other aspects. 2 ) The SEZ's were approved during Pratapsinh Rane led Congress rule ( with Digamber Kamat part of the cabinet which took the decision , I presume after the deep study required ) 3 ) An additional 2 SEZ's were notified by the Digamber Kamat government ( to add to the only 1 that had already been notified ) AFTER the major anti-SEZ protests started ( and we now know that cancelling the notified one's is a much more difficult ball game ) 4 ) All the names of personalities involved in the SEZ / IT park / food park scams are Congressmen. 5 ) Above all , the CONGRESS IS IN POWER IN GOA and the ultimate decision regarding cancelling SEZ's or not lies with the CM. On the flip side : 1 ) Manohar Parrikar ( along with Matanhy Saldanha , Bab Floriano Lobo , Soter D'Souza and others were the first to raise their voices against SEZ's in a big way ).The others like SVM and GBA only followed after a significant time lag ( in spite of the fact that their leaders had the huge land scam in front of their noses as part of the RP2021 committee ) 2 ) The actions of the GMAS were almost certainly contributory to the pressure on the Govenment becoming so intense that the CM was left with no option but to cancel the SEZ's. Even if the SVM and GBA are given 99.9 % credit , Manohar Parrikar and the others from GMAS do deserve at least 0.1 % credit. 3 ) At no stage has Manohar Parrikar supported a single approved SEZ. 4 ) At no stage has the GMAS stopped others like SVM or GBA from protesting as well. In fact, unlike the SVM ,they have always welcomed the others to join them. 5 ) Above all , MANOHAR PARRIKAR and the BJP ARE NOT IN POWER ( and nor are others like Matanhy and Floriano ) and even if they were paid a few hundred crores each , cannot take the final decision regarding SEZ's and their future . The questions which are truely mystifying me are : A ) Why are the activists and leaders of the SVM and GBA ( and the local media ) falling head over heels in praising Digamber Kamat and his goverment to the high heavens for the scrap of ( possible ) good they did in merely making a grand statement that the SEZ's ( which were dumped on Goa by the Congress goverment in the first place ) were being cancelled ? Pedagogy, the science of teaching, has unfortunately been made a farce instead of being a force. The Herald report is the ABE's attempt at trying to have the cake and eat it , too. The schools want to avail of the Goa Government's Grant-in-aid to pay the salaries of the existing teachers in the FREE Primary Education in local language [euphemism for Marathi and Konkani, both in Devanagri script] system and the much in demand HIGH PRICED Primary education in the English medium [obviously, in the Roman script]. The proliferation of PRIVATE [euphemism for COMMERCIAL] Primary schools in the English medium, and the willingness of parents [irrespective of religion, caste and social strata] to send their children to these schools by paying high fees, bus fares and donations is shaking up the ABE from its slumber after FIFTEEN LONG YEARS [1992-2008]. This is unlikely to happen in a hurry. Desperate situations require desperate actions. The ABE seeks to stick to its side of the footpath, looking left and right, left and right again... when the need is to cross the road at the Zebra crossing to reach the otherside. Why not rent space and set up a parallel Primary school of its own in English? They can very well benchmark the successful model of Dnyanprasarak Mandal's Higher Secondary Schools at Assagao for their Primary Schools even if their own HSS managements cannot see that far. The NCERT study was for the STANDARD V students in Government Secondary Schools of South Goa, 11 of them in Urban areas and the rest in Rural areas [according to other reports]. The NT report only states: Goa has performed below average as far as a test conducted for a sample size of 1,231 students studying in Class V in South Goa, is concerned. The test was conducted in three subjects, namely environmental studies, mathematics and language. which fits well in its campaign to show that the Goans are highly rated duds. It also makes no mention of the fact that almost all students in the non-private schools, are in the transition from MARATHI in GPS and KONKANI in ABE/DSE schools in Standard V. When these students can hardly read and write in English, what environmental studies, mathematics and language questions will they answer although they are now officially deemed to be English medium students? [Goanet] Goa Police - Right Results For the Wrong Reasons
Police officials from the rank of lowly constables to seniors like police inspectors and deputy superintendents were summarily transferred to far flung punishment postings by a directive of the government, probably the state Home Ministry as a knee-jerk reaction to the Monserrate episode. This will mean that adverse remarks will be placed on their confidential files and their chances of promotion (in the case of IPS officers even outside of Goa) will be hampered. In fact years down the road when they come to be in the running for IGs and DGs, they will lose to officers who do not have a remark on their file even if the latter are far less competent. This is a complete cop-out to public and political pressure. Police transfers must never be done except for disciplinary or administrative reasons. If I were Goa's DG, I would have resisted the pressure from political masters and taken the risk of transfer myself. That would have demonstrated that I stand up for my men when they were not just doing their duty but also defending their very selves. The sight of policemen running from attacking mobs does not instill confidence of the law in the minds of the general populace. As DG, having reached the top of the service ladder, I would stand to lose nothing by such politically inspired remarks on my file and everything to gain by being seen as a leader of my force and by gaining public confidence in the force of law. If I were to transfer errant subordinates, I would have transferred them for lack of professionalism. Running into a mob without riot gear and crowd control weapons. For not immediately calling upon an armed Emergency Task Force squad. For not following the police manual on crowd response that however much planned in advance, takes time to develop into violence. Precious time that a trained professional uses to get adequate back up instead of guessing (and hoping) that the matter will cool. The Goa Police are notoriously under trained. Any one in the know of facilities at the Police Training College at Valpoi would wonder how police graduate to the field at all. Basic training is less than basic and arms are of another age. No modern anti-crowd formation techniques are shown nor are negotiating skills to prevent untoward incidents from escalating. Even their parade ground exercises are meant only to go through the motions. This is not the ordinary policeman's fault. It is just lack of professionalism from above. Goa Police like their counterparts elsewhere are too accustomed to resorting to third degree at the first resort. No sophisticated interrogation techniques prevail and intelligence gathering is confined to small time criminals who are insufficiently paid. In fact, for a few bucks more they will gladly provide information fed to them by the opposite side. The only good thing that has come out of this episode is that Monserrate's wings have been clipped. However my regret is that if action was taken in smaller doses and much earlier, when he was merely in the process of building his goonda power, innocents on both sides would not have suffered severe consequences. Every upright top official's recommendation that supervision of the police be taken away from the Home Ministry and given to a civilian board or agency comprised of well known men of integrity from all walks of life, like that in advanced countries, goes unheeded. Given widespread political interference with the force on all sensitive issues and many trivial ones as well, and also given the general spinelessness of today's IPS grade to resist such pressure, unprofessionalism will no doubt continue and baby Monserrates will continue to become immature, violent men. -- Roland Francis 416-453-3371
